1)RA「 T Rl l liS()F PR()(EI)l RE ofthe EU - Georgia ParliamcDtrry Associatiotr Committee established on the bosis ofA icle.t10, paragraph 3, ofthe Association Agree ent beveen the European Union ond the European Atofiic Energ/ Community and lheir Member Stotes, of the one parl, ahd Georgia, ofthe other part Article I The EU-Georgia Parliamentary Association Comminee is the parliamentary forum of the EUGeorgia Association Agreement. It shallmeel and exchange views on allaspects ofthe relations betweed the EU and Georgiaarising within the framework ofthe Association Agreement and any other issues ofmutual interest. Political dialogue at parliamentary level shall take place within the framework ofthe Pa iamentary Association Comminee in accordance with Article 410 (l) ofthe Association Agreement. Article 2 'l he Eu-Ceorgia Parliamentary Association Committee shall be composed ofan equal numbe. of members appointed. resp€ctively, by the European Parliament and by the Parliament ofGeorgia. The term ofolfice ofthe members shall be decided and communicated in accordance with the rules and practice, respectively, ofthe European Parliament and the Parliament ofGeorgia. Anicle 3 ln accordance with Anicle 4l l(4) ofthe Association Agreement. the Parliamentary Association Committee may establish Parliamentary Association sub-committees. The objective of the Parliamentary Association sub-commiftees is to deepen the parliamentary dialogue in certain areas of co-operation as included, notably, in rhe Eu-Georgia Association Agendq and to provide relevant input to the work ofthe Parliamentary Association CommitteeThe present Rules ofPrccedure shall apply by analogy to the workofthe sub-committees; meetings of the sub-committees, nonetheless, shall not be deemed to constitute or replace meetings ofthe Parliamentary Association Commiftee entitled 10 make direct recommendation to the Association Council in the sense ofadicle 4l l(3). Article 4 The Bureau ofthe EU-Georgia Parliamentary Association Committee shall consist ofthe Chair of the delegation ofthe European Parliament, the Chairofthe delegation ofthe Parliament ofceorgia. (hereafter refened to as the Co-Chairs) and up to two Vicc-Chairs ofeach delegalion. The Committee shallbe presided in turn by the Chairofthe European Parliament delegation and the Chair of the Parliament of Ceorgia delegation. The Chair-in-office shall. where necessary. be replaced in all his or her functions by a Vice-Chair ofhis or her delegation. Article 5 On a proposal from the Co-Chairsofthe Parliamentary Association Committee, recommendations may be made to the Association Council, in the sens€ ofarticle 4l l(3). The Committee may validly adopl recommendations when one fourth ofits members. including at least three members from each delegation, are actually present. Recommendations shall be considered adopted if they receive the support of a majority of the members ofthe delegation ofthe European Parliament and of a majority ofthe delegation ofthe Parliament of Georgia. The same rulc shall apply for the voting on the amendments to the Recommendations. Amendments to the Recommendations may be tabled, in w ting, by individual members by the deadline s€t by the Co-Chairs. After that deadline, the Co-Chairs mayjointly propose compromise amendments. In such cases, these will be put to the vote by way ofpriority. Oral amendments. aimed at correcting factual or linguislic mistakes or to take stock ofurgent new circtunstances. may be taken only with the Co-Chairs approval. Article 6 V The EU-Georgia Parliamentary Association Committee shall meet, in principle. twice a year. altemately in one ofthe workplaces ofthe European Parliament and in Gcorgia. Each Member of the EU-Georgia Parliamentary Association Committee shall be entitled to fully panicipate in these proceedings. At the proposalofthe Co-Chairs. one ofthese meetings may howeverconsist ofa Bureau mceting. in order to prepare for the subsequent full PAC meeting. The draft agenda. which shallbe drawn up bythe Co-Chairs. shallnormally be sent to Memberstwo weeks prior to a scheduled meeting. Meetings ofthe full Parliamentary Association Committee shall be held in public. unless the CoChairs decide otherwise. Article 7 2 Members of the Association Council. the Association Committee and its Sub-Committees. the Council of Ministers ofthe EU, and members and officials ofthe European Commission and the European Extemal Action Service, may attend and speak at meetings. Other pe$ons may be invited to attend meetings by the Co-Chain. In accordance with Arricle 413 (3) ofthe Association Agreement, the Parliamentary Association Committee may organize regular contacts with representatives of the Eu-Georgia Civil Society Platform in order to obtain their views on how to attain the objcctives of the Association Agreement. Article 8 The Secretariat ofthe EU- Georgia Parliamentary Association Committee shallbe providedjointly by the secreta at ofihe European Parliament and the secretariat ofthe Parliament ofceorgia. Minutes ofeach session ofthe Eu-Ceorgia Pa iamentary Association Committee shall be drawn up for approval at the opening ofthe following meeting. Article 9 Members may address meetings of the Eu-Georgia Padiamentary Association Committee in Georgian or in an oflicial language of the European Union; interpretatio. and translation of the latter shall be provided in accordance with the intemal rules ofthe European Parliament. Article 10 The travel expenses and subsistence allowances ofcommittee members ard officials assisting them shall be paid by the Parliament that has appoinled them. Other expenses entail€d by the meetings and activities of the Committee shall be apportioned between the European Parliarnent and the Parliament of Georgia ▼ Article ll The Co-Chairs or. at their request. the Bureau shall rule on all questions relating to the interpretation and implementation ofthe Rules of Procedure. Amendments to these rules, proposed by the Parliamentary Association Comminee, shall be submitted for approval to the Bureau ofthe European Parliament and the equivalent body ofthe Parliarnent of Georgia. After the completion of these intemal approval procedures. the Parliamentary Association Committee shall adopt the proposed amendments which shallenter into force immediately after the vote.
