(a) 'Consulting Gurdelines' means lhe Guidelines on the Use of
Consullants by Asian Development Bank and its Boro\,\,ers (2013, as amended from timo to
time);

"Consulllng Services' means the servic€s to be financed out of th€
proceods of the Loans es described in subparagraPh 3(c) of Schedule 1 to this Loan
Agreement;
(c)
"EARF" means the Envhonmental Assessment and Review
Framework for the ln\,estm6nt Program, including any update thereto, and agreed belwe€n
lhe Bonower and ADB and incorpoGted by reterence in the FFAi
(d) 'EMP' means each Environmontal ManaOement Plan lor the Projecl,
inoluding any update thereto, incorporatsd ln an lEEi

'Environmenial Safeguards' means the principles and requiremenls

Throughoul the term of the Ordinary Operatiorc Loan Agreement:
(a) The Bonov,€r shall cause ITWSCG to attain an operating ratio of 1 by
the end of 2019. and shall coniinue to maintain it at le39 than 1

Borouer shall cause UWSCG to docrease UWSCG'S olerating ratio
by 5% every yoar b€ginhing 2015 in order to echiew .n oP€rating retio
