The Bonower and MDF shall (a) comply with ADB'S Anticorruption Policy (199E, a$ amended to date) and acknowledge lhat ADB reserves lhe right to.rnvestigale ;rr6ctly, or through ils agents any alleged corrupl, fraudulent. collusive or coercive practice relating to the Proiea: and (b) cooperate wlth any such investigation and ext€nd all necesaary assistance for satisfactory completion of such investigation The Borrower shall cause MDF lo ensure thal the anticorruption provisions provisions acc€ptable to AOB are included in all bidding documents and contracts, lncluding the executing of records and accounts the and examrne AOB to audit specifying the dght of service olher and consultants suppliers' contractors, and all ano irirptimentiig agencies 14 provders as ihey relale to the Pro,ect Ooerational Covenants 15 The Borrower shall cause irDF lo ensure lhat: (a) the Project is implemenled in accordance with design specifications and conslruction normsl and (b) conslructrcn sup€rvision, quality contr;l and contract managemenl are performed in accordance wilh international standards 16 The Bonowel shall ensure that the relevant municipalities or aulhonlies install safety signs and facihties during implemenlation and ensure monitoring of lhe appropriate accident rate and traffic volume 17 The Borower and MDF shall ensure thal ADB'S consent is obtained at leasl 6 months prior to the implementatlon of any of the lollowingl (a) any change in ownership of any assel, facrlity or slructure llnanced under the Proiect; (b) any sale, transfer, or aslignmenl of int;rest or control in any assel, facility or struclure linanced under the Projecl; (c);vision, amendment or restatemenl of MOF'S Charter that may affect implemenlation or managemenl of the Proiect; or (d) any lease or olher conlract or modification of the functions and authority of MOF over operation and maintenance ol any such ass€1, facility or slructure financed under the Proiect The Borrower shall ensure that any such changes will be carriod oul in a legal and transparent manner
