Article I
Definitions
F'or the purpose of this Agreement, unless the context otherwise requires, the term:

"Aeronautical authorities" means, rn the case of Georgia, the Ministry of Economy
Susrainable Development of Georgia and,/or Civil Aviation Agency, and in

or, in both cases, any Person or body who may be authorized to perform any funcrions at prescnt

"Convention" means the "Convention on International Civil Aviation", opened fbr

fot'ce under Article 94 (A) of the Convention and has been ratified by borh parties, and any
amendment thereto adopted under Anicle 90 of the Convention" in so far as such Annexes or
amendments are at any given time effecrive for both parties;

"Air seryice.", "International Air service", "Airline" and ,.Stop for Non-traffic purposBs,r
shall have the same meaning as assigned to them in Article 96 of the Convention;

"Designated Airlines' means an airline designared and aurhorized in
articleJ (Designation and Aurhorizarion of Airlines) of this Agreement;

to or from the territory of the other Party may, while within the territory
of the other
Conrracting Party, be made the subjecr of an examination by the authorized
representadves of
the other Contracting ParEy, on board and around rhe aircraft
to check both the validiry of the
aircraft documents and those of its crew and the apparent condition
of the aircraft and iu

equiPment (in this Article called "ramp inspection"), provided this does not lead

in respgct of that aircraft or in respect of the crew of that aircraft had been issued

vali.d or that the requirements under which that aircraft is operated are not

the minimum standards mtablished pursuanr to the Convention.
6. ln the event that access for the purpose of undertaking a ramp inspection of an aircraft
operated by an airline of one Contracting Party in accordance with paragraph (a)
of this Artiele
is denied by a representative of that airline, the other Conrracting Parry shall be ftee
to infer
that-serious concerns of the type referred to in paragraph (5) of this Anicle arise and
draw the
conclusions referred to in that's paragraph.
7. Each Contracting Parry reserves the right to suspend or vary the operating authorization
of airline(s) of the other Contracting Parry immediately in rhe first Conrracring party
concludes,
whether as a resuk of a ramp inspection, a series of ramp inspection, a denial of access for ramp
inspection, consultation or otherwise, that immediate acrion is essential to rhe safery
of airline(q)

Each Contracting Party agrees to observe the securitv provisions required by the

Contracting Party for entry into the territory of orher Conrracting Pany and to take adequate
measur€s to protect. aircraft and to inspect passengers, crew, and their baggage and carry-oq
irems, as well as cargo and aircraft stores, prior to and during boarding or loading. Eaeh
Contracting Party shall also give positive consideration to any requesr from the other
conuacting Party for special security me.rsures to meet a particular threat,

When an incident or threat of any incident of unlawful seizure of aircraft or other
unlawful acts against the safety of passengers, crew, airports or air navigation facilities occurs,
both Contracting Panies shall assist each other by facilitating communications and other
appropriate measures intended to terminate such incident or threat rapidly and safely.

When a Contracting Parry has reasonable grounds ro believe thar rhe other Contracting
Party has departed from the aviation security provisions of this Article, the aeronaurical
authorities of that Contracting Parry may request immediate consulations with the aeronautical
authorities of the other contracting Party. such consuharions will be held within fifteen (15)
days after receiving the request. Failure to reach a sarisfactory agreemenr within fifteen (15
days.

Commercial opportunities

Intermodal services
The designated airline(s) of each Contracting Parry shall be permirred to employ, in
connecrign
with air transPort of passengers and cargo, any iatermodal transport to or from aiy,pointr in
the
territory of, the other Contracting Pr.ry. Such airline(s) may elect to perform their own
intermodal transPoft or to provide it through arrangemenrs, including code share, with other
carriers. The intermodal services may be offered as a through service and at
a,single price for
the air and intermodal uansport combined, provided thar passengers and shippers
are inforrned
as Eo'the providers of such transportation.
Article 14
Approval of schedules

The aeronautical authorities of each Contracring Parry may require the designate{
airline(s) of the other Contracting Party to file for rheir considerarion and approval,
at least 30
days prior to the inaugurarion of the agreed service, flighr schedules conraining
the informarion
pertaining to the type of service and its frequency, rhe type of aircraft ro be used,:and
rhe flighr
timing ar each point. Similar information shall also be provided at least 30 days in
advance for
eaeh IATA (Inrernational Air Transport Association) rraffic season and any
olher time when
any changes will be introduced regarding operation of the agreed services.

Article 19
Amendments
1.
By the muual agreement of the Contracting Parties, this Agreement may be modified
and'amended in writing. Any amendment so agreed shall enter inro force in accordance
with
rhe provisions of Article 23 (Entry into Force) of this Agreement. All the amendments and
modifications made pursuanr ro the mentioned procedures shall form an integral part
of this
Agreement.

Nowithstanding paragraph 1, the Contracting Panies may agree to give immediate
effect to an amendment to rhe Annex to the Agreement.
Article 20
Multilateral Agreements
1.
In implemenring this Agreemenr, rhe parties shall act in conformiry with the provisions
of the Convention insofar as those provisions are applicable to international

Conrracting Parties to a multilateral agreemenr thar regulates matters covered by

Termination
Either Contracting Parry may, at any time, give notice in writing to
