საქართველოს პარლამენტის წევრი 2-5419/21 06-05-2021 საქართველოს პარლამენტის ბიუროს როგორც თქვენთვის ცნობილია, 2021 წლის 24-26 აპრილს მივლინებით ვიმყოფებოდი ალბანეთის რესპუბლიკაში, ევროპის საბჭოს საპარლამენტო ასამბლეის სადამკვირვებლო მისიის წარმომადგენელის სტატუსით. საქართველოს პარლამენტის რეგლამენტის 188-ე მუხლის მე-3 პუნქტის შესაბამისად, წარმოგიდგენთ ჩემი ვიზიტის ანგარიშს. პატივისცემით, პარლამენტის წევრი გივი მიქანაძე თბილისი 0118, რუსთაველის გამზირი # 8, საქართველოს პარლამენტის სასახლე ტელეფონი: (995 32) 2281679. ელ. ფოსტა: contact@parliament.ge

ალბანეთში 2021 წლის 24‐26 აპრილს მივლინების ანგარიში 2021 წლის 25 აპრილს საერთაშორისო დამკვირვებლის სტატუსით დავესწარი ალბანეთში გამართულ საპარლამენტო არჩევნებს (დანართში იხ. მოსაწვევი და სადამკვირვებლო მისიის მონაწილეთა სია ინგლისურ ენაზე). როგორც ევროპის საბჭოს საპარლამენტო ასამბლეაში საქართველოს დელეგაციის წევრი, სოციალისტებისა და მწვანეების ჯგუფის კვოტით, ვიყავი მივლინებული ევროპის საბჭოს საპარლამენტო ასამბლეის სადამკვირვებლო მისიის ფარგლებში. 2021 წლის 21‐22 აპრილს მონაწილეობა მივიღე ონლაინ საინფორმაციო შეხვედრაში, რომლის მიზანიც ალბანეთში არსებული პოლიტიკური სიტუაციისა და საარჩევნო კანონმდებლობის გაცნობის მიზანი იყო. 23 აპრილს სტრასბურგიდან გავემგზავრე ტირანაში, ხოლო 24 აპრილს მონაწილეობა მივიღე სადამკვირვებლო ჯგუფების საინფორმაციო შეხვედრაში (იხ. #9 გუნდის შემადგენლობის ამსახველი ტაბულა ინგლისურ ენაზე). არსებული რეგულაციების მიხედვით, თითოეული სადამკვირვებლო გუნდი შედგება 2 საერთაშორისო დამკვირვებლის, თარჯიმნისა და მძღოლისგან. ჩემთან ერთად გუნდში სადამკვირვებლო მისიის განსახორციელებლად განაწილებულ იქნა ავსტრიის პარლამენტის წევრი ‐ შტეფან შენაჰი. ყველა ხარჯი დაკავშირებული თარჯიმნისა და მძღოლის მომსახურებასთან უზრუნველყოფილი იყო ევროპის საბჭოს მიერ. იმავე საღამოს მოხდა სადამკვირვებლო მისიის ყველა წევრის, მათ შორის ჩემი დატესტვა PCR ტესტით, რისი ღირებულებაც, 80 ევრო, ანაზღაურებულ იქნა პარლამენტის ბიუჯეტიდან (იხ. გუნდების შეხვედრისა და ტესტირების ამსახველი დღის წესრიგი ინგლისურ ენაზე). ჩვენი სადამკვირვებლო გუნდი #9 განაწილებული იყო ტირანასთან ახლოს მდებარე ქალაქ ელბასანსა და მის მიმდებარე სოფლებში. ამ ქალაქში არჩევნებამდე რამდენიმე დღით ადრე მოხდა მწვავე დაპირისპირება მმართველი გუნდისა და ოპოზიციის წარმომადგენლებს შორის, რა დროსაც გამოყენებულ იქნა ცეცხლსასროლი იარაღი. შედეგად, ოპოზიციის ერთ‐ერთი კანდიდატი გარდაიცვალა, ხოლო 3 ადამიანი, მათ შორის ერთი პოლიციელი დაიჭრა. მისიის ფარგლებში ვესტუმრეთ 14 საარჩევნო უბანს, მათ შორის ერთ საარჩევნო უბანს ელბასანის წინასწარი პატიმრობის პენიტენციურ დაწესებულებაში. შევხვდით ელბასანის პოლიციის სამმართველოს ხელმძღვანელს, რომლისგანაც შევიტყვეთ, რომ მკვლელობასა და დაჭრაში ეჭვმიტანილი პირი დაკავებული იყო. იმის გათვალისწინებით, რომ ჩვენი გუნდის თარჯიმანს ხმის მიცემა უწევდა ტირანაში, უბნების დახურვისთვის დავბრუნდით დედაქალაქში და იქ, ერთ‐ერთ უბანში დავრჩით უბნის დახურვისა და შემდგომი პროცედურების დასაკვირვებლად. მნიშვნელოვანია აღინიშნოს, რომ ჩვენს მიერ მონახულებულ საარჩევნო უბნებში საარჩევნო პროცესი მშვიდად და ექსცესების გარეშე მიმდინარეობდა. არცერთ უბანში, რომელსაც ვესტუმრეთ, არ იყო დაწერილი საჩივრები. ყველა უბანში დამკვირვებლები პოლიტიკური სუბიექტების წარმომადგენლები იყვნენ და არ დაგვიფიქსირებია ადგილობრივი სამოქალაქო სექტორის დამკვირვებელთა უბნებზე ყოფნის შემთხვევა. ვიზიტების დროს დავაფიქსირეთ შემდეგი ხარვეზები: 1. იშვიათად ხდებოდა კოვიდ‐19‐ის პროტოკოლით განსაზღვრული რეგულაციების დაცვა, განსაკუთრებით ამომრჩეველთა მხრიდან, რაზეც საარჩევნო კომისიის მხრიდან მითითება არ ხდებოდა; 2. პირის საიდენტიფიკაციო ელექტრონული მოწყობილობა რიგ შემთხვევებში გამართულად ვერ მუშაობდა; 3. ვიდეო კამერები სხვადასხვა საარჩევნო უბნებზე განსხვავებულ დროს ჩაირთო (ზოგ უბანზე არჩევნების წინა საღამოს, ზოგ უბანზე არჩევნების დილის 06:00 საათზე, ხოლო ზოგ უბანზე ‐ არჩევნების დღეს არჩევნების გახსნის მომენტისთვის (07:00 საათზე)), მაშინ როდესაც კანონმდებლობით განსაზღვრულ დროდ მითითებული არის არჩევნების დღეს დილის 06:00 საათი; 4. რიგ საარჩევნო უბნებზე საარჩევნო პროცესის დაწყება და ზოგადად უბნის გახსნა დაგვიანდა 10‐20 წუთის ინტერვალით. ზემოთ ხსენებული ხარვეზების გარდა, ყურადღება მიიქცია დათვლის პროცედურამ; კერძოდ, ხმების დათვლა მოქმედი კანონმდებლობით ხდება არა საარჩევნო უბნებზე, არამედ სპეციალურად ორგანიზებულ დათვლით ცენტრებში, სადაც რამდენიმე უბნიდან უბნის დახურვის შემდეგ იგზავნება დალუქული საარჩევნო ყუთი ბიულეტენებით. გაკვირვება გამოიწვია იმ ფაქტმა, რომ საარჩევნო უბანზე, სადაც დავესწარი უბნის დახურვას, არ მოხდა გამოუყენებელი ბიულეტენების დათვლა და განადგურება, არამედ მოხდა მათი დამატებით ყუთში დალუქვა საარჩევნო კომისიის ბეჭდებთან ერთად და მათი გაგზავნაც განხორციელდა სპეციალურ დათვლით ცენტრში. კონკრეტულ ხარვეზებსა და გამოვლენილ შეუსაბამობებზე ჩემსა და შტეფან შენაჰის მიერ განხორციელდა სპეციალური სადამკვირვებლო ფორმების შევსება (ინდივიდუალური თითოეული საარჩევნო უბნისთვის), რაც დღის ბოლოს გადავეცით ევროპის საბჭოს საპარლამენტო ასამბლეის სადამკვირვებლო მისიის სამდივნოს წარმომადგენლებს. 26 აპრილს დილით გამოვემგზავრე საქართველოში, რის გამოც ვერ მოხერხდა ჩემი დასწრება სადამკვირვებლო მისიის უკუკავშირის შეხვედრასა და შუადღეს დანიშნულ პრესკონფერენციაზე, სადაც სადამკვირვებლო მისიის პირველადი შეფასებები უნდა დაფიქსირებულიყო. გივი მიქანაძე ფრაქცია „ქართული ოცნება“ თავმჯდომარის პირველი მოადგილე, ევროპის საბჭოს საპარლამენტო ასამბლეაში საქართველოს დელეგაციის წევრი
