კონფერენცია) პლენარული სხდომაში მონაწილეობის შესახებ
პარიზი, საფრანგეთი
3-5 მარტი, 2022 წელი
3-5 მარტს, პარიზში, საფრანგეთის ეროვნულ ასამბლეაში, COSAC-ის (ევროკავშირის
ეროვნული პარლამენტების ევროპულ საქმეთა კომიტეტების კონფერენცია) პლენარული
სხდომა გაიმართა.
მაკა ბოჭორიშვილი ღონისძიებაში ევროკავშირის თავმჯდომარე ქვეყნის, საფრანგეთის და
საპრეზიდენტო ტრიოს (სლოვენია, საფრანგეთი, ჩეხეთი) სპეციალური მოწვევით
მონაწილეობდა. ვიზიტში ასევე მონაწილეობა მიიღო დარგობრივი ეკონომიკისა და
ეკონომიკური პოლიტიკის კომიტეტის თავმჯომარემ, საფრანგეთთან მეგობრობის ჯგუფის
ხელმძღვანელმა, დავით სონღულაშვილმა.
პლენარულ სხდომაში მონაწილეობდნენ ევროკავშირის 27 წევრი სახელმწიფოს ევროპულ
საქმეთა საპარლამენტო კომიტეტის დელეგაციები, ევროპარლამენტის საკონსტიტუციო
საკითხთა კომიტეტის ხელმძღვანელები, მუდმივი დამკვირვებლის სტატუსით
ევროკავშირის წევრობის კანდიდატი ქვეყნების დელეგაციები: სერბეთი, ალბანეთი,
მონტენეგრო, ჩრდილოეთ მაკედონია და თურქეთი. საპრეზიდენტო ტრიოს სპეციალური
მოწვევითა და დამკვირვებლის სტატუსით მოწვეულნი იყვნენ: შვეიცარია, დიდი ბრიტანეთი,
ნორვეგია, ანდორა, ისლანდია, კოსოვო, მონაკო და საქართველო.
სხდომაზე მთავარი მომხსენებლები იყვნენ საფრანგეთის პრემიერ-მინისტრი, ჟან კასტექსი,
ევროპარლამენტის ვიცე-პრეზიდენტი - ოტმარ კარასი, ევროპარლამენტის წევრი - ივან
სტეფანეცი, ევროპის საინვესტიციო ბანკის პრეზიდენტი - ვერნერ ჰოიერი, ევროკომისიის
პრეზიდენტი (ვიდეო მიმართვა) - ურსულა ვონ დერ ლეიენი, ევროპარლამენტის წევრი - გიი
ვერჰოფშტადტი, ევროკომისარი დემოკრატიისა და დემოგრაფიის დარგში - დუბრავკა შუიცა.
დღის წესრიგით განხილულ იქნა საფრანგეთის თავმჯდომარეობის პრიორიტეტები,
ევროპაში კრიზისის დაძლევისა და ეკონომიკის აღდგენის გზები, კლიმატის ცვლილება და
ენერგო ტრანზიცია, კონფერენცია ევროპის მომავალი. ომის გათვალისწინებით მხარეებმა
საგანგებოდ გადაწყვიტეს უკრაინის შესახებ დებატების გამართვა. პლენარულ სხდომაზე
გამოსვლები ძირითადად უკრაინის საკითხით იყო გადაფარული.
მაკა ბოჭორიშვილმა ისაუბრა სამ საკითხზე: საფრანგეთის პრიორიტეტები და საქართველო,
უკრაინა და ევროპის მომავალი.
კომიტეტის თავმჯომარემ დაგმო რუსეთის აგრესია უკრაინის მიმართ და ხაზი გაუსვა რომ
უკრაინელი ხალხი იბრძვის არა მხოლოდ უკრაინისთვის, არამედ ევროპისა და მისი
უსაფრთხოებისთვის. მან აღნიშნა, რომ 2008 წელს საქართველოში რუსეთის შემოჭრის
შემდეგ, ევროპისთვის საფრთხის სიმძიმე ბოლომდე ვერ იქნა გაცნობიერებული და ვერ
მოხერხდა დღევანდელი ტრაგედიის თავიდან აცილება. მან პარტნიორებს შეახსენა, რომ

საქართველო ათწლეულზე მეტია ამ საფრთხის შესახებ მუდმივად საუბრობდა და
გულსატკენია, რომ საფრთხის სიმძიმის გასააზრებლად და შესაბამისი ქმედითი ნაბიჯების
განსახორციელებლად მსხვერპლის გაღება საქართველოს შემდეგ უკრაინას მოუწია.
მაკა ბოჭორიშვილმა ევროკავშირის წევრი ქვეყნების წარმომადგენლებს აცნობა
საქართველოს გადაწყვეტილება ევროკავშირში გაწევრიანების შესახებ და აღმოსავლეთ
პარტნიორობის ასოცირებული სამეულის - საქართველო, მოლდოვა, უკრაინა მხარდაჭერისკენ მოუწოდა. თავმჯდომარემ მიუთითა, იმისათვის რომ ევროპა გახდეს
სრულყოფილი საჭიროა ევროპული სულისკვეთების ქვეყნების უკეთ გათვალისწინება.
ხაზი გაესვა რომ ევროპის მომავალთან დაკავშირებულ მსჯელობაში ჩართული უნდა იყვნენ
ის პარტნიორებიც ვინც ისწრაფის ევროპისკენ, მათ გარეშე ევროპის მომავლის განსაზღვრა
შეუძლებელი იქნება. აღინიშნა, რომ მიუხედავად გამოწვევებისა, საქართველო ევროპული
ღირებულებების
ერთგულია
და
ევროპულ
ოჯახში
დამსახურებული
ადგილის
დასამკვიდრებლად იბრძვის.
კომიტეტის თავმჯომარემ ისაუბრა უსაფრთხოების სფეროში ევროპული ქვეყნების
თანამშრომლობის
მნიშვნელობაზე
გაძლიერებაზე
რუსეთის
და
აგრესიის
დემოკრატიული
შესაჩერებლად
და
სამყაროს
ერთიანობის
ევროპაში
მშვიდობისა
შენარჩუნებისთვის.
დავით სონღულაშვილმა თავის გამოსვლაში ისაუბრა საქართველოს ეკონომიკურ
ინტეგრაციაზე ევროპის საერთო ბაზარზე, მან აღნიშნა, რომ ევროკავშირში შესვლის
დასაჩქარებლად აუცილებელია ევროპასთან უკეთესი კავშირების შექმნა. ხაზი გაესვა
ხელისუფების განზრახვას შემცირდეს ქვეყნის დამოკიდებულება რუსეთის ენერგო
რესურსებზე. ევროპასთან ახლო კავშირების შექმნა, უზრუნველყოფს ერთიან ევროპულ
ენერგეტიკულ სივრცეში საქართველოს ინტეგრირებას. ერთიან ევროპულ სივრცესთან
კავშირის დასამყარებლად ხაზი გაესვა შავი ზღვის პოტენციალის უკეთესად ათვისების
პერსპექტივებს.
5 მარტს კოსაკის წინაშე მოხსენებით წარსდგა ევროკომისიის პრეზიდენტი, ურსულა ფონ
დერ ლეიენი. მან კვლავ აღნიშნა, რომ უკრაინაზე თავდასხმა არის თავდასხმა იმ
ფუძემდებლურ ღირებულებებზე, რომლებსაც ევროპის კავშირი ეყრდნობა - თავისუფლება,
დემოკრატია, თვითგამორკვევა. ამასთანავე კმაყოფილებით მიუთითა, რომ ევროპა ამ
გამოწვევას უპრეცედენტო ერთიანობით პასუხობს. ევროკომისიის პრეზიდენტმა იმედი
გამოთქვა, რომ ევროკავშირში მიმდინარე კონფერენცია ევროპის მომავლის შესახებ ხმას
მიაწვდენს ჩუმი უმრავლესობის წარმომადგენლებს - ხალხს.
გი ვერჰოფშტადმა (ევროპარლამენტის წევრი, ბელგია) სიტყვით გამოსვლისას ისაუბრა
ევროპული ერთიანი თავდაცვის მნიშვნელობაზე და უკრაინისათვის მხარდაჭერის
გაძლიერებაზე. მან მიუთითა წარმომადგენლებს, რომ ევროპაში საჭიროა რეალური ენერგო
დამოუკიდებლობა.

აღსანიშნავია, რომ ევროკავშირის წევრი სახელმწიფოების წარმომადგენლებისგან გაისმა
მხარდამჭერი განცხადებები საქართველოს მიერ გაკეთებული ევროკავშირის წევრობის
განაცხადთან დაკავშირებით.
სლოვაკეთის (პიტერ კმეჩი) და ბულგარეთის (კრისტიან ვიგენინი) წარმომადგენლებმა
გამოთქვეს აზრი, რომ ევროკავშირი უნდა გახდეს მოქალაქეებთან დაახლოებული და უფრო
მდგრადი გლობალური გამოწვევებისადმი. ვინაიდან დღესდღეობით ევროპის მომავალი
უკრაინაში იწერება. რუსეთის ხელისუფლება უნდა გრძნობდეს, რომ ევროკავშირი ერთიანია
და უკრაინის უკან დგას. მათ აღნიშნეს, რომ უკრაინელებს, ისევე როგორც საქართველოსა და
მოლდოვას დაუყოვნებლივ უნდა მიეცეს წევრობის კანდიდატის სტატუსი.
იტალიის (ეტორე ანტონიო ლიჩერი) წარმომადგენელი შეუერთდა მხარდამჭერ გზავნილებს
აღმოსავლეთ პარტნიორობის ასოცირებული სამეულის მიმართ და თავდაცვის სფეროში
კოლაბორაციის გაძლიერების აუცილებლობა შეახსენა კოსაკის წევრებს. ესტონეთის (რიინა
სუტროპი) დელეგატმა აქვე შეახსენა კოლეგებს, რომ 2008 წელს რუსეთის აგრესია
საქართველოში არ იქნა სანათადოდ შეფასებული.
ხორვატიის (დომაგოი ჰაჯდუკოვიჩი) საპარლამენტო კომიტეტის თავმჯდომარემ ხაზი
გაუსვა, რომ ევროპული პროექტი დასრულებულად ვერ მიიჩნევა ვიდრე დასავლეთ
ბალკანეთი, უკრაინა, საქართველო და მოლდოვა არ იქნებიან ევროკავშირის ოჯახის
წევრები.
უკრაინის შესახებ დებატების გახსნისას, საფრანგეთის ეროვნული ასამბლეის ევროპულ
საქმეთა კომიტეტის თავმჯდომარე, საბინ თილაიემ სინანულით დასძინა, „ვფიქრობდით,
რომ ევროპულ სახელმწიფოებს შორის ომი წარსულში იყო დარჩენილი, მაგრამ ახლა
ვხვდებით, რომ მშვიდობა საკმაოდ მყიფე ყოფილა.“
მაკა ბოჭორიშვილმა უკრაინის შესახებ დებატებში ევროკავშირის წევრი ქვეყნების
წარმომადგენლებთან ერთად მიიღო მონაწილეობა. მან ისაუბრა რუსეთის მხრიდან
უკრაინაში მიმდინარე სამხედრო ინტერვენციაზე და განაცხადა რომ ქვეყნები არ უნდა
ისჯებოდნენ სუვერენული უფლებების გამო განსაზღვრონ საკუთარი აწმყო და მომავალი.
მან ხაზი გაუსვა რუსეთის აგრესიის შესაჩერებლად დემოკრატიული სამყაროს ერთიანობის
მნიშვნელობაზე. ბოლო წლების განმავლობაში მიუღებელი იყო რუსეთის ქცევის მოდელი
მეზობლების მიმართ, რომლებიც მხოლო მიისწრაფვიან გახდნენ ევროკავშირის
ინტეგრირებული წევრები.
სლოვაკეთის (ვლადიმირა მარცინკოვა) წარმომადგენელმა აღნიშნა, რომ რთულია
ჰუმანიტარული დახმარების გადატანა უკრაინაში და ამაზე უნდა იმუშაოს ევროკავშირმა.
აუცილებელია ჰუმანიტარული ჰაბების შექმნა. მიუთითა, რომ უკრაინელები ომობენ
ევროპის გამო და მოუწოდა მეტი სანქციების დაწესებისკენ რუსეთსა და ბელარუსისთვის.
რუმინეთის (ანგელ ტილვარი) წარმომადგენელმა ისაუბრა აღმოსავლეთ პარტნიორების
დაახლოების აუცილებლობაზე.
ჩეხეთის (დავიდ სმოლიაკი) წარმომადგენელმა განაცხადა რომ მხარს უჭერს დასავლეთ
ბალკანეთის ქვეყნების და საქართველოს სურვილს გაწევრიანდეს ევროკავშირში.

ევროპასთან ინტეგრაციის კომიტეტის თავმჯდომარემ, უკრაინის მიმართ მხარდაჭერა და
სოლიდარობა კიდევ ერთხელ გამოხატა და შეუერთდა COSAC-ის საპრეზიდენტო ტრიოს
მიერ უკრაინის მხარდასაჭერად მიღებულ საგანგებო განცხადებას.
მხარეები გმობენ უკრაინის წინააღმდეგ რუსეთის სამხედრო აგრესიას, უკრაინის სუვერენიტეტის
და ტერიტორიული მთლიანობისა დარღვევას, რომელიც ძირს უთხრის ევროპულ უსაფრთხოებასა
და საერთაშორისო სამართლებრივ წესრიგს.
მხარეები მოუწოდებენ რუსეთის ფედერაციას, დაუყოვნებლივ შეწყვიტოს სამხედრო
მოქმედებები, გაიყვანოს შეიარაღებული ძალები უკრაინიდან და დაუყოვნებლივ მისცეს ყველა
საერთაშორისო ჰუმანიტარულ მექანიზმს შეაღწიოს უკრაინის მთელ ტერიტორიაზე.
განცხადებაში დადასტურებულია საქართველოს დემოკრატიული არჩევანის, სუვერენიტეტისა და
ტერიტორიული მთლიანობისადმი მხარდაჭერა და ხაზგასმულია აღმოსავლეთ ევროპულ
ქვეყნებთან უსაფრთხოების კუთხით თანამშრომლობის გაძლიერების აუცილებლობა.
მაკა ბოჭორიშვილმა ორმხრივი შეხვედრები გამართა კომიტეტების თავმჯდომარეებთან,
საქართველოს მიერ ევროკავშირის წევრობის განაცხადის პოლიტიკური მხარდაჭერის
მობილიზების მიზნით.

Whatever we discuss today, it is very difficult to focus on anything but the tragedy that we are facing in the
middle of the Europe. Today, while absolutely unjustified Russian aggression is taking place, Ukrainian people
are fighting not only for Ukraine, but the Europe, its security and resilience as well.
Since 2008, when Russia invaded Georgia, we have been constantly talking about these threats with our
partners, as we face and experience it on a daily basis. It is unfortunate that the gravity of this threat was not
fully realized and we couldn’t prevent what we see today.
Dear colleagues, against this backdrop, Ukraine Georgia and Moldova are applying for EU membership and you
will be discussing how to respond to these applications in coming days. To be brief, I would kindly ask you not
to repeat the mistakes of 2008 and listen to our voices to keep Europe complete.

This is absolutely the right time to discuss the future of Europe, as Russia’s unjustified and unprovoked
aggression in Ukraine gives another strong reason to rethink the European future. In recent years, we were
facing increasing pressure from Russia in the Eastern European neighborhood.
We were seeing and experiencing firsthand how Russia’s behavior directly was impacting European security
and ideas.
From my own country’s experience, I can tell you that, beside the challenges we face, Georgia has clearly
demonstrated a strong commitment to democracy, and strong will to be part of the EU.
The EU is the place where our citizens believe they belong based on the history of our nation and values that
we share with the EU.
Nevertheless, we were always trying to adjust our ambitions to what the EU was ready for. We tried to
understand the EU’s enlargement fatigue or geopolitical sensitivities, but it is now more important than ever
before to think together and develop a long‐term vision for the future of Europe.
A Europe that unites all European democracies wishing to be part of it. A Europe that can ensure peace, security
and prosperity for all its citizens. A Europe that we believe in and apply for to become an integral part together
with our Ukrainian and Moldovan friends.

As we speak now norms and principles of international law are being undermined and trampled on, the
principles on which European security is based.
Ukrainian people are fighting against absolutely unjustified and unprovoked Russian aggression.
Unfortunately, in 2008, when Georgia's territorial integrity was blatantly violated and we became victims of a
Russian invasion, the international community failed to give an adequate response. A response that would
prevent the same actions in Europe.
Let me reiterate our strong support and solidarity with our friends, the Ukrainian people.
Today, we must speak with one voice and make it clear that there is no place for military invasions in Europe.
States should not be punished for having the sovereign rights to choose their own present or future.
Ukraine, Georgia and Moldova aspire to be an integral part of the European Union. We share values and stand
for democracy.
The democratic world today must be united in order to halt Russian aggression and to ensure peace and
security in Europe.

STATEMENT IN SUPPORT OF UKRAINE
ATTACKED BY THE RUSSIAN FEDERATION
(Version of 5th March 2022)
We, representing the European Parliament and the European Affairs Committees of the
Parliaments of the French Republic, Slovenia, the Czech Republic, the Republic of Austria, the
Kingdom of Belgium, the Republic of Bulgaria, the Republic of Cyprus, the Bundestag of the
Federal Republic of Germany, the Kingdom of Denmark, the Republic of Estonia, the Hellenic
Republic, the Kingdom of Spain, the Republic of Finland, the Republic of Croatia, Hungary,
Ireland, the Italian Republic, the Republic of Lithuania, the Grand Duchy of Luxembourg, the
Republic of Latvia, the Kingdom of the Netherlands, the Republic of Poland, the Portuguese
Republic, Romania, the Kingdom of Sweden, and the Slovak Republic, welcoming the
resolution of 1 March 2022 of the European Parliament on the Russian aggression against
Ukraine,
1. Consider null and void the recognition of the self-proclaimed separatist entities of
Ukraine by Russia on 21 February 2022 and unacceptable the act of war that the
Russian Federation has taken responsibility for committing against Ukraine since
24 February 2022, with the complicity of Belarus, in violation of the general
principles of international law of sovereignty and territorial integrity of States, and
which undermines European and global security and stability,
On the management of the current crisis
2. Express our utmost solidarity with the democratically-elected authorities of
Ukraine and with the Ukrainian people, our sympathy with the loss and suffering
they are enduring, and our admiration for their courage in fighting and resisting
aggression,
3. Strongly call on Russia and Belarus to cease fire, to immediately and
unconditionally withdraw their military forces and equipment deployed in Ukraine,
and to cease their cyber attacks,
4. Call on Russia to allow safe and unhindered access for humanitarian aid to those in
need,
5. Welcome the unprecedented sanctions taken by the European Union against the
Russian Federation and Belarus, and call on the European Union to go further if
necessary in this direction in coordination with our partners and allies,
6. Endorse the initiatives that the European Union has taken without delay to support
Ukraine by all means, political, financial, humanitarian and logistical, in particular
under the European Peace Facility and the European Civil Protection Mechanism,
which will contribute to strengthening the capabilities and resilience of the
Ukrainian armed forces to defend the territorial integrity and sovereignty of the
country and to protect the civilian population against the ongoing military
aggression, and call for the reinforcement of these actions as necessary in
coordination with our partners and allies,
7. Invite the European Union to organise itself as soon as possible to receive, in
solidarity and under the best conditions, the Ukrainian refugees who are
condemned to exodus by this war,
8. Affirm the need to involve national parliaments, several of which have adopted
resolutions on the war in Ukraine, in decisions on the management of the crisis, as
they will have important repercussions for the Member States and their citizens,
On the longer-term strategic issues for the European Union
9. Affirm our commitment to the values of the European Union which, under Article
3 of the Treaty on European Union, contributes in particular to peace, security,
mutual respect among peoples, the protection of human rights and the strict
observance and development of international law, in particular respect for the
principles of the United Nations Charter,
10. Insist on the imperative respect for the democratic choices, sovereignty and
territorial integrity of all states, including Georgia and the Republic of Moldova,
11. Call on the Heads of State or Government, meeting at the European Council on 24
and 25 March 2022, to adopt an ambitious version of the "strategic compass" and
to strengthen its first pillar, relating to crisis management, in order to provide the
Union with a lasting and credible response capability,
12. Believe that this war only reinforces the need to deepen the Common Security and
Defence Policy, and to strengthen cooperation with the Eastern Partnership
countries, particularly in the fight against hybrid threats,
13. Judge that this conflict, and its impact on grain and energy prices, also requires
strengthening Europe's strategic autonomy, particularly in food and energy.
