of America under the Strategic Framework for United States Foreign Assistance,

Improved Economic lnlrastructure in Strategic Sectors, Macroeconomic
Fotndation For Gro*th, Trade and Investment, Financial Sector, Agricullure,
Privale Sectot Comptitiveness, Economic Oppornnity, Enironment and
Protection, Assistonce and Solutions (collectivety, the "Program Areas." and,
together with the Functional Objective, the "Objective")."
2. Scction 3.1(a) of the Agrecment entitled "The Crant" is deleted in its entirety and the
following is substituted therefore:.
"(a) The Crant. To help achieve the Objective set forth in this Agreement,
USAID, pursuant to the Foreign Assistance Act of l96l , as amended, hereby
gr8nts to thc Grantee under the terms ofthe Agreement an amount not to exceed
6ne hundred and trventy-four million, six hundrcd and thirty+hree thousand and
seven hundred sevenly'four United States ("U.S"') Dollars ($ I 24,633'774) (the
"Grant")."
3. The hrst sentence of Section 3.1(b) of the Agreement, "Total Estimated USAID
contribution", is deleted in its entirety and the following is substituted therefore:
"(b) Total Estimated USAID Contribution. USAID'S total estimated

The development and expansion of small- and medium-sized enterprrses (SMEs) are the most
viable objectives for Georgia to create off-farm employment. Activities under this [R will
complement the Mission's agriculture development program by supporting SMEs that are
necessary actors for agnculnfe development. Examples could include packaging manufacn[ers,
hansport and logistics companies, storage facilities, business and financial service providers,
and agriculnue inputs retailers. The focus will be on assistrng SMEs with strengthening and
expanding business networks to diversiff their sources of inputs and sales markets. Emphasis
wilI be placed on the adoption and implementation of internationally recogaized standards to
support improvement in the delivery ofquality products on a predictable and consistent basis.
Programming under this sub-IR will be closely coordinated with EU and member nation business

attention to developing the agricuttural sector. This sub'IR will support the development of
commercial agriculturc and agribusinesses in Georgia to maximize potential impact on the
entire economr. create jobs and reduce persistent poverty in the rural areas. The approach will
focus on investing in ajudicious mix of agriculnyal inputs - extension, transportation. water,
mechanization, finance, farmlevel inputs (fertilizer, seeds, pesticides) - targeted in the major
geogaphical areas with rhe geatest agricultual potential that will have the most development
impict on the largest number of farm households, including Westem Georgia, Kakheti, Shicla
Ikrtli. In addition, this assistance will benefit the cthnic minority regions of Georgia, including

The quatity of education affects competitiveness and the lack ofquality and market-oriented
