AGREE}IE:{T BETWEEN THE GOVERNMENT OF GEORGIA AND THE GOVERNMENT OF THE REPUBLIC OF POLAND CONCERNING CIVIL AIR TRANSPORT The Govemment of Georgia and rhe Govemment of the Republic of poland, hereinafter ret'erred as "the Contracting Panies", being parties to Convention on Intemational Civil Aviation, signed at Chicago on 7 December 1944. desiring to conclude an agreement on air transpon for the purpose of eskblishing air services between their respective territories, desiring to promote the mutual relations in the area ofcivil aviation, have agreed as fbllows: J;1",1i"1. For the purposes of this Agreemenr and ofthe Annexes rhereto: a) the term "aeronautical authority', shall mean, in the case of Ceorgia, The Ministry of Economy and Sustainable Developmenr andlor the United Tiansport Adminisrration in the case of the Republic ol poland, rhe president of the iivil Aviation OtIce, and, in the case of Georgia, The Ministry of Regional Development and Infrastructure and/or the tlnited rransport Administration oi in both cases any penion or body authorized to perform any functions being rhe responsibility of thi said authorities; the term "designated airline" shall mean an airline which has been designared for the purpose of operating the agreed services on the routes specified in the Annex b) I to this Agreement and which has obtained rhe operating authorization, in accordance with the provisions of Article 3 of this Agreement; c) rhe rerm "convention" shall rnean the Convenrion on International civil Aviation, signed at Chicago on 7 December 1944 and includes any Annex adopred under Article 90 ol that Convention, and any amendment of the Amexes or of the Convention under Articles 90 and 94 thereof so tar as those Annexes and amendments have been adopted by both Contracting parties; the term "rariff' shall mean the price to be paid tbr the carriage of passengers, baggage and cargo and the conditions under which those prices appty, inctu-ding d) 2 prices and conditions for other services pertbrmed by rhe airline in connection with air transpo ation, but excluding remuneration and conditions for the carriage of mail; the term "territory of a Contracting Pany" has rhe meaning assigned ro it in Article 2 ofthe Convention: the term "Member State" shall mean Member State of the European Union; the term "EU Treaties" shall mean the Treaty on European Union and the Treary on rhe functioning ofthe European Union; the term "Air Operator's Certillcate" shall mean a document issued to an airline which affirms that the airline in question has the prot'essional ability and organization to secure the safe operation of aircralt fbr the aviation activities specified in the certificate; the terms "air service". "international air servicc", "airline" and "stop for nontraffic purposes" have the meanings respectively assigned ro them in Article 96 ofthe Convention; the term "this Agreement" includes present Agreemenr, the Annexes herero, and any amendments to it or to rhis Agreement, that shall form an integral pan thereof; e) t) g) h) i) j) k) the term "user charges" means a charge madc to airlines by the competent authorities or permitted by them to be made for the provision of airpon property or facilities or of air navigation facilities, including relared services and facilities, for aircraft, their crews, passengers and cargo; the term "effective regulatory control" is predicatcd upon bur is not limited to: the airline holds a valid Operating License issued by the competent authorities, axd meets the criteria for the operation of intemational air services established by rhe competent authorities, such as proof of financial fitness, abiliry ro meet, where relevant, public interest requirement, obligations for assurance of service erc., and the licensing Contracting Party has and maintains aviation safety and security oversight programs in compliance with standards of the Inremational Civil Aviation l) Organizadon at least. Article 2 Grant of Traffic Rights L Each Contracting Parry grants to rhe other Contracring Party the rights specified in the present Agreement for the purpose of establishing and operating scheduled international air services on the routes specified in thc Annex I thereto. Such services and routes are hereinafter called ,,the agreed services,,and ,,the specified roures" respectively. The airlines designated by each Contracting party shall enjoy, while operating an agreed service on a specified route, the following rights: a) to fly without landing across the terrirory of the other Contracting partyi b) to make srops in the said territory fbr non-traffic purposes; c) to take on and to put down in international rraffic passengers, mail and cargo at the specified points on the specified routes, subjecr to thl provisions of this Agreemenl and the Annex I thereto. 2' Nothing in paragraph r of this Article sha be deemed ro confer on a designared airline ofone contracting Party the right to rake on board, in rhe rerritorv ofth;other Contracting Party, passengers and cargo, including mail, carried tbr remuneration or hire and destined for another point in the territory of thar other Contracting pany, except as may from time to time be jointry determined by the aeronauticar aurhoritiis of the Contracring Parties. 3. If because of armed conflict, political disturbances or developments, or tbrce majeure circumstances, a designated airline ol one Contracting pirty is unable to operate air service on its normal routing, rhe other Conrracting piny shall use its best efforts to facilitate the continued operation of such serviie through appropriate temporary rearrangements of routes. Article 3 Designation and Authorization I Each contracting Party shal have the right to designare the airrines for the purpose ofoperaring the agreed services on the specitied routes in the Annex l and to withdraw or alter such designations. Such designations shall be notified in writing by the aeronautical authorities of one contracting party to rhe aeronautical authorities oi the other Contracting Party. On receipt of such designation rhe orher Contracting party shall grant the appropriate authorizations and permissions with minimum procedural delay, provided 2. that: a) in the case olthe airline designated by Georgia: i. the airline is established in the territory of Georgia and is licensed in accordance with rhe applicable law of Georgial ii. Georgia exercises and maintains eifective regulatory control of the airline; b) in the case ofan airline designated by the Republic ofpoland: i. rhe airline is esrablished, under rhe EU Treaties. in rhe territory ofrhe Republic of Poland and has a valid Operating License in accordance with European Union law; and ii. effective regularory control of the airline is exercised and maintained by the Member Stare responsible fbr issuing its Air Operators Cenificate and the relevanr aeronautical authority is clearly idenrified in the designation; and iii. the airline is owned and shall conrinue to be owned directly or through majority ownership by Member States and./or nationals of Member States, or by other State; listed in Annex 2 and./or nationals of such other Stares, and shall at all times be effectively controlled by such States and./or such nationals; and c) the designated airline is qualified to meet the conditions prescribed under the laws and regulations normally applied to rhe operation of intemational air services by the Contracting Party considering the application or applications. 3. When an airline has been so designated and authorized under paragraph I and 2 of this Article, it may begin at any rime to operate each agreed service provided that rhe airline conrplies with the provisions of this Agreement, as well as with the national requiremenrs concerning operating permits if applicable Article 4 Revocation or Suspension of Operating Authorization l. Each Contracting Party shall have the right to retuse, revoke, or Iimir the authorizations or permissions ol'the other Contracting party where: a) in the case ofan airline designared by Georgia: i. the airline is not established in rhe tenitory of Georgia or is not jicensed in accordance with the applicable law ofGeorgia; ii. Georgia is not exercising and maintaining etfective regulatory conrrol of the airline; and b) in the case ofan airline designated by the Republic ofpoland: 5 i. the airline is not established, under rhe EU Treaties, in the terrirory of the Republic of Poland or does not have a valid Operating License in accordance with European Union law; and ii. effective regulatory control of the airline is not exercised or not maintained by rhe Member Stare responsible lbr issuing its Air Operators Certitjcate, or the relevanr aeronautical authority is not clearly identified in rhe designation; and iii. the airline is not owned and et-fectively controlled directly or through maioriry ownership by Member States and/or nationals oi Member States, or by other States listed in Annex 2 and-/or nationals of such other States; or c) the airline has failed to comply with the provisions of this Agreement and Annexes thereto. 2. In exercising its righr under paragraph I of this Article, Georgia shall not discriminate between the airlines of Member State on the grounds olnationality. 3. Unless immediate revocation, suspension or imposition of the conditions mentioned in paragraph lof this Article is essential to prevent funher infringements of laws or regulations, such right shall be exercised only after consultation with rhe aeronautical aurhorities of the other Contracting party in contbrmiry wirh the Anicle 13 of this Agreement. Arlicle 5 Principles Governing Operation of Agreed Services l. There shall be fair and equal opportunity for the designated airlines of both Contracting Parties to compete in operating rhe agreed services on rhe specified routes. 2, Each Contracting Pany shall allow each designated airline to determine the frequency and capacity of the international air transport it otfers, according to commercial and market-based considerations. Neither Contracting party ihall unilaterally limit the volume of traffic, tiequency or regularitv of service, or the aircraft type or tvpes operated by the airlines designated by the other Contracting Party, except according to the terms of this A$eement or by such uniform conditions consistent with the Article l5 ofthe Conventron. 3. Neither Contracting Party shall allow its designated airline or airlines, either in conjunction with any other airline or airlines or separately, to abuse market power in a way that weakness severely a competitoror excludes it tiom a route. .,",.n,. t',iii'il f nd ra xes L Aircraft engaged in intemational air services by the designated airlines of either Contracting Pany as well as their reguJar equipment, spare parts, supplies of tuel and lubricants and aircraft stores (including food, beverage, tobacco) on board such aircraft shall be exempt from crlstoms duties, inspection fees and other duties or tax€s on arriving in the territory of the other Contracting Party, provided thar aircraft is reexported and such equipments, supplies of luel and lubricants and aircralt stores remain on board this aircraft up to such time as they are re-exponed or are used on the part of joumey peribrmed over that renitory. 2. There shall be also exempt from the same duties, fees and taxes, with the exception ofcharges corresponding ro the performed service: aircraft srores taken on board in the rerritory ofeirher Contracring Party, within limits fixed by the competent authorities of the said Contracting Party and desined for use on board outbound aircratl operated on an intemational service by the designated airlines ofthe other Contracting Party, spare parts and regular equipment entered into the territory of one of the Contracting Parties and destined for the maintenance or repair of aircraft engaged in an intemational service by the designated airlines ofthe orher Contracting Party, fuel and lubricants destined to suppiy aircraft engaged in an inremational service by the designated airlines of the other Contracting Party even when these supplies are to be used on the part of the flight pertbrmed over the renitory of the Contracting Party in which they are taken on board, a) b) c) d) advenising materials, having no commercial value used by the designated airlines of each Contracting Pany in the tenitory of the other Conlracting Party. 3. If national laws or regulations of either Contracting Party so require, materials referred to in paragraphs I and 2 ofthis Article shall be kept under customs control of the said Contracting Party. 4. The regular airborne equipment, as well as materials and supplies retained on board of the aircraft operated by the designated airlines of either Contracring party may be unloaded in the rerritory of the other Contracting Party only with the approval of the customs authorities of such territory. [n such case, they may be placed under the supervision of the said authorities up to such time they are re-exported or otherwise disposed of with the consent ofthe same authorities. 5. Passengers. baggage and cargo in direct transit across the territory of one Contracting Pany and nor leaving the area of the airporr reserved for such purpose shall only be subject to a very simplitied control. Baggage and cargo in direcr transit shall be exempt tiom customs duties and orher similar taxes. 6. Nothing in this Agreement shall prevenr rhe Republic of poland from imposing raxes, levies, duties, t'ees or charges on fuel supplied in its territory tbr use in a; aircraft of a designared airline of Georgia that operates berween a point in rhe territory of rhe Republic of Porand and another point in the territory of ihe Republic of Poland or in the rerritory of another Member State. #T1",1" l. Airlines designated by each Contracting pany shall submit to rhe aeronauticar authorities of the other Contracting pany lor approval, thiny (30) days in advance, the timerable of its intended services, speciling the frequency, times'of operations, type ofaircraft, contiguration and number ofseats to be made avairabre to rhe pubric. 2._ Any subsequent changes to the approved rimetable of a designated airline shall be submitted tbr approval to the aeronautical authorities of the othei Contracting party. .-,i'ot'i'i"t0,,"* Subject to the laws and regulations of each Contracring pany including, in the case of the Republic ofPoland, European Union law, each deslgnated airline shall have in the her Contracting party rhe right to pertbrm its own ground handling or, at its option. the righr to selecr among competi;g suppliers thai handling services in whole or in part. Whire such laws and or preclude self_handling and where there is no etfective competition between suppliers lhar provide ground handling services, each designated airline shall be treated on a non-discriminatory basis as re-gards their access to selfhandling and ground handling services provided by a suppliJr or suppliers. Article 9 Application of Laws and Regulations l. The laws, regulations and procedures of each Contracting pany goveming to the admission to, remaining in and depanure from its rerritory of aircraft engaged in intemational air navigation and to the operarion and navigation of such aircraft while within the limits of its territory, shall also be applied to rhe aircratl of the designated airline by the other Contracting Pany. 2. The laws, regulations and procedures of each Contracting Party goveming the admission to, remaining in and depanure fiom its territory of passengers, crew, mail and cargo transponed on board of aircraft and in particular these regarding passpons, customs and quarantine shall be applied to passengers, crews, mail and cargo taken on board ofthe aircraft ofthe designated airline ofthe other Contracting Party. Article l0 Ta riffs l. The designated airlines ofboth Contracting Parties shall freely set air tariffs. 2. The tariffs shall be submitted to the aeronautical authorities of both Contracting, Parties thiny (30) days prior to their entry into force, with the exception ofcases when the aeronautical authorities have exempted the designated airlines from this obligation or shonened the deadline tbr filing thereof. 3. The Contracting Pany concemed may decide, at any moment: a) to withdraw a basic fare which, taking into account the whole fare sructure for the route in question and other relevant factors including the competitive market situations, is excessively high to the disadvantage of users in relation to the long terrn fully-allocated relevant costs of the designated airline including a satistacrory retum on capital; b) to stop, in a non discriminatory way, further lare decreases in a market, whether on a route or a group of routes, when market forces have led to sustained downward development of air t-ares deviating significantly from ordinary seasonal pricing movements and resulting in widespread losses among all designated airlines for the air services concemed. taking inro account the long term fully-allocated relevant costs of the airline. Article I I Transfer of Earnings Each Contracting Party grants to the designated airlines of the other Conrracring Party the right of conversion and transt'er of excess of receiprs over expenditure, eamed in its tenitory in connection with the carriage of passengers, baggage, cargo, including mail, on the agreed services. l-he conversion and transfer shall be made at rhe market rate of exchange applicable to current transactions and in accordance with the foreign exchange regulations in force o,.,, n" *"01"'"tJil", 1,1. The designated airlines of each Contracting pany shalr be entitled to establish their of'fices, branches and/or representations in the territory of the other contracring Party, in accordance with rhe Iaws and regulations of rhat other Contracring pany. 2. The designared airlines of each Contracting party shall be allowed to bring in and maintain in the territory of the other Contracting pany, in accordance with the Iaws and regulations of that contracting party, their own staff who are required for provision and promolion ot'air services. 3. On rhe basis of reciprocity and in accordance with the laws and regulations of the other contracting Pa(y, the designated airrines of each contracting party shalr have the right to engage in the sale of air transportation documents in rhe tenitory of the other Contracting Pany directly and, ar its discretion, through its agenrs. Each designated airline shall have the right to sell irs air transporla[ion documents in the currency of the other Conrracting party or in freely convertible currencies in accordance with fbreign exchange regulations in tbrce. Article l3 Consultations In a spirit of close corraboration, the aeronautical authorities of rhe contracting Parties shall consult each other from time to time with a view to ensuring the implemenmtion, inrerpretation, application or amendment of this Agreement and rhe Annexes thereto. t0 Article l4 Settlcment of Disputes l, If any dispute arises between the Contracring Parties relating to the interpretation or application of this Agreement, the Contracting Parties shall in the first place endeavor to settle it by negotiation. 2. If the Contracting Panies fail to reach a settlement by negotiation, they may agree to refer the dispute tbr decision to a mutually agreed person or body, or the dispute may at the request of either Contracting Party be submitred lor the decision to a tribunal of three arbitrators, one to be nominated by each Contracring Party and the third to be appointed by the two arbitrators so nominated. Each of the Contracting Pany shall nominate an arbitrator within a period of sixty (60) days from the date of receipt by either Contracting Pany from the other Contracting Party of a notjce through diplomatic channels requesting arbitration of the dispute and the third arbitrator shall be appointed within a funher period ofsixty (60) days. lfeither ofthe Contracting Parties fails to nominate an arbitrator within the period specified, or ifthe third arbitrator is not appointed within the period specified, the Prelident of the Council of the Intemational Civil Aviation Organization may be requested by either Contracting Party to appoint an arbitrator or arbitrators as the case requires. If the President is of the same nationality as one of the Contracting Parties, the most senior vice-president who is not disqualified on that ground shall make the appointmenr. In all cases, the third arbitrator shalldetermine the place where arbitration will be held. 3. The Contracting Parties undertake to comply with any decision given under paragraph 2 of this Article. tl. Each Contracting Pany shall pay the expenses ol rhe arbitrator it has rmminared. The rernaining expenses of the arbitral tribunal shall be shared equally by the Contracting Parties. Ifand as long as either Contracting Party t'ails ro comply with any decision given under paragraph 2 of this Article, the other Contracting Party may limit, withhold or revoke any rights or privileges which it has granted by virtue of this Agreement to the Contracting Party in default or to the designated airline in default. 5. Article I5 Aviation Secu rity l. Consisrent with their rights and obligations under international law, the Contracting Panies reaffirrn that rheir obligation ro each other to prorect the security of civil aviation againsr acts of unlawful inrertbrence fbrms an integral part of rhis 1t Agreement. Without limiting the generality of rheir rights and obligations under intemational law, the Conrracting Parties shall in parricular act in conformity with the provisions of the Convention on Offences and Cenain other Acts Committed on Board Aircraflr, done at Tokyo on 14 Seprember 1963, rhe Convention tbr the Suppression of Unlawt'ul Serzure of Aircrali, done ar -fhe Hague on l6 December 1970, the Convention fbr the Suppression of Unlawful Acts against rhe Safety of Civil Aviation, done ar Montreal on 23 Seprember 1971, the protocol for the Suppression of Unlawful Acts of Violence ar Airpons Serving Intemational Civil Aviarion, Supplementary ro the Convention tbr the Suppression of Unlawful Acts against the Satbty of Civil Aviation, done at Montreal on 23 September 1971, done at Montreal on 24 February I 988, the Convention on the Marking of plasic Explosives for the Purpose of Detecr ion, signed at Monrreal on I March I 99 t, and any other multilateral agreement relating to the secr.trity of civil aviation ro which both Contracting Panies have acceded. 2. The Contracting Panies shall provide upon requesr all necessary assisrance ro each other to prevent acts of unlawful seizure ofcivil aircraft and other unlawful acts against the safety of such aircrati, their passengers and crew, airpons and air navigation facilities, and any other threat to the security of civil aviation. 3. The Contracring Parties shall, in rheir mutual relations, act in conformity with the aviarion security provisions esrablished by the Inremational Civil Aviation Organization and designated as Annexes to the Convention ro the extend that such security provisions are applicable to rhe Contracting parties; they shall require that operators of aircraft of their registry, operators who have their principal place of business or permanent residence in the territory of the Contracting parties or, in case ofthe Republic ofPoland, operators ofaircraii established on theii territory under the EU Treaties and have valid Operating Licences in accordance with European Union Iaw, and the operators of airports in lheir rerritory act in contbrmity wirh such civil aviation security standards. 4. Each Conrracting Party agrees that its operalors of aircrafi may be required to observe the aviation security standards ref'erred ro in paragraph 3 of rhis Article required by the other Contracting Party, fbr entrance into, departure from, or while within, the territory of that other Contracting pany. Each Contracting party shall require that effective measures are taken wirhin its territory to protecr aircraft, to screen passengers and their carry-on items, and to carry out appropriate checks on crew, cargo and aircrati stores prior to and during boarding and loading. Each Contracting Party shall also give due consideration to any request from the other Contracting Party lor reasonable special security measures to meet a particular threat. 5. When an incident or threar ofan incident ofunlawful seizure ofcivil aircraft or other unlawful acts against the safety of such aircraft, their passengers and crew, t2 airports or air navigation lacilities occurs, the Contracting Panies shall assist each other by tacilitating communicalions and other appropriate measures intended to terminate rapidly and sal'ely such incident or threat thereot'. Article l6 Safety L Each Contracting Pany may request consultations at any time conceming safery standards in aly area relating to aircrew. aircraft or their operation adopted by the other Contracting Pany. Such consultations shall take place within thiny (30) days ofthat request. 2. If, following such consultations, one Contracting Party finds that the other Contracting Party does not eft'ectively maintain and administer safety standards in any such area thar are at least equal to the minimum standards established at that time pursuant to the Convention, the tirst Contracting Party shall notifo the other Contracting Party of those tindings and the steps considered necessary to conform with those minimum standards, and other Contracting Party shall take appropriate corrective action. Failure by the other Contracting Party to take appropriate action within fifteen ( l5) days or such longer period as may be agreed shall be grounds for the application of Anicle 4 of Ihis Agreement. 3. Notwithstanding the obligations mentioned in Anicle 33 ofthe Convention it is agreed that any aircraft operated by or, under a lease arrangement, on behalf of the airline or airlines of one Contracting Pany on services to or tiom the territory of the other Contracting Party may, whilc within the territory of the other Contracting Party, be made the subject of'an examination by the aurhorized representatives of the other Contracting Party, on board and around the aircraft to check both the validity of the aircraft documents and those of its crew and the apparent conditions of the aircrali and its equipment (in this Article called "ramp inspection"), provided this does not lead to unreasonable delay. Ifany such ramp inspection or series oframp inspections gives rise to: 4. a) serious concems that an aircraft or the operation of an aircraft does nol comply with the minimum standards established at that time pursuant to the Convenlion, or b) serious concerns that there is a lack of effective maintenance and administration of safety standards established at that time pursuanr to the Convention, the Contracting Party canying out the inspection shall, tbr the purposes of Anicle 33 of the Convention, be liee to conclude that the requirements under which the 1l certificate or licenses in respect of that aircraft or in respect of the crew of that aircraft had been issued or rendered valid, or rhat rhe requirements under which that aircraft is operated, are nor equar ro or above the minimum standards estabrished prrrsuant to the Convention. 5. In the event that access for the purpose ofundenaking a ramp inspection ofan aircraft operated by or on behalfofa designated airline or airlines ofone Contracting Party in accordance with paragraph 3 of this Article is denied by the represenrative of that airline or airlines, the other conrracting party shall be free to infer that serious concems of the type referred to in paragraph 4 of this Article arise and draw the conclusions retbned in thar paragraph. 6 Each Contracring Party reserves rhe right ro suspend or vary the operating authorizatron of an airline or airrines of the other conrracting party immediarely in the event the first Contracting party concludes, whether as a rcsult of a ramp inspection, a series of ramp inspection, a denial of access for ramp rnspecrion, consultation or otherwise, that immediate acrion is essenrial to rhe safety ofan airline operatton. 7. Any action by one Contracting party in accordance with paragraph 2 or 6 of this Article shall be discontinued once the basis for the taking of that action ceases to ex ist. Where the Republic of Poland has designated an airline whose regulatory control is exercised and maintained by another Member State, the right of the other Contracting Party under the salety provisions shall apply equally in respect of the adoption, exercise or mainrenance of satery srandards bv that othei Member State ahd in respecr ofrhe operaring aurhorization ofthar airline. Certificates ofairwonhiness, certificares ofcompetency and licences issued or validated in accordance with the laws and regularions of one Contracring pany, including, in the case of the Republic of poland, the laws and regularioni of the ELrropean shall be recognised as valid by rhe orher Contracting party for the _Union, purpose of operating the agreed services, provided that the requirements under which such certificates or licences were issued or validated are iqual to or above the rninimum standards which may be established pursuant to the Convention. Each Conrracting Panv reserves the righl, howeyer, to refuse to recognise as vrlid, for the purpose of llights over its own teuitory, certificates of competency and licences granted to its own nationals by the other Contracting party or by any other 8. 9. I0. State. t4 Article l7 Am€ndmerlts l. Either Conrracting Pany may in any time propose to the other Contracring Pafly any amendment which it considers desirable ro bring to this Agreement. Consultations on the modification of the Agreement, which may be through discussion or by correspondence, shall begin wirhin a period of sixty (60) days from the date of the receipt of the request, unless otherwise agreed by the Contracting Parties. 2. The Contracting Parties shall agree any amendments to rhis Agreement in a separate Protocol, which shall enter inro tbrce in accordance wirh the provisions of Article 20 of the present Agreement. Article lt Termination I. 2. This Agreement is concluded for indefinite time. Either Contracting Party may at any time, give notice to the other Contracting Party of its decision to terminate this Agreement. Such norice shall be simultaneously communicated to the Internationat Civil Aviation Organization. [n such a case rhis Agreement shall terminare twelve (t2) monrhs tiom rhe dite on which the notice was received bv the other Contracting Pany unless the notice to terminate is rvithdrawn by agreement before rhe expiry of this period. In the absence of acknowledgement of receipt by the other Contracting Party, the notice shall be deemed to have been received fourteen ( l4) days after the receipt of the notice by the lntemational Civil Aviation Organizat ion. 3. Article l9 Registration with the International Civil Aviation Organization This Agreernent and any amendment thereto shall be registered wirh lnremational Civil Aviation Organization. 15 Article 20 En (ry into Force This Agreement shall be approved pursuant ro the narional legislation of the State of each Contracting Pany which shall be contirmed by exchange of diplomatic notes. The Agreement shall come into tbrcc on the day of the last notificarion confirming that the Contracring Parties havc cornpleted procedures required ibr the entry into force of this Agreernent.
