The main objcctives ofthe project are: i)Reinforce and expand lhe Crafls Programme, contributing to new national slandards for training in craffsmansbip and educalional aclivities in regional Ceorgia; ii) Develop public outreach programmes lhat reinforce national cultural heritage educalion iiD iv) v) 2 strategies; Safeguard the museum's movable heritage collection; Foster the long-term professional capacities of the museum staff in basic object conseruation, collection managemenl, exhibition development, management and administmtion; Raise the museum profile nationally and intemationally, as well as accessibility of its collections through lhe elecEonic inven(ory and the pcrmanenl exhibition. detailed descriplion of the project, including the corresponding budget breakdown, is annexed to this Agreement. Article Il Obligations of the Government The Govemment shall male all necessary arangements and provide, when needed, approPriate assistance to the project, in pa(icular: a. designate a national level project manager from the Georgian National Museum, who will ensure the overall supervision and coordination work of the project on a national level in consultation wilh the Intemational Council on Monuments and Sites (ICOMOS), Georgia ANd T,NESCO; b. b make all necessary anangements and provide, when needed, appropriate assistance for the project, including support for the organization ofintemational expert missions, the Provision of physical facilities, such as space for a wood restoration workshop, office sPace, meiting/training rooms, suitable conditions to maintain the wood rcstoration and conservation 8nd computer and audio-visual equiPment, store rooms, custody and maintenance of equipment, etc., project support staff, expendable equipment, materials and other logistic, institutional and infra-structural support, which are not included in UNESCO's conlribution; c..d Ensure that monitoring and periodic evaluation is canied out according to the work plan. Article III Obligaiiors of UNESCO l.During rhe period of the project, and within the framework of the budget estimated at US$ 429.739 (including l37o programme support costs) as outlined in the Annex to lhis Agreement, TINESCO shall: a. provide the services ofexperts as sPecified in the Annex to this Agreement; b. fumish equipment and materials as available, as shown in the Annex to this Agreement; c. prepare the contractual arangements for the implementation and monitoring of the project; d. ensure monitoring ofthe project activities; e. provide other lechnical and administrative backstopping necessary for the successful execution of the Project. 2.The assistance of LINESCO as described in para. Such records and documenlation shall be made available to LNESCO by the Govemment arld preserved for at least five years after the completion or termination of the project. Article VII Privileges and immunities LThe Government shall apply to UNESCO, its property, funds and assels, and to its officials and its expefts performing seryices on ils behalf, the provisions of the Convention on the Privileges and lmmunities of the Specialized Agencies and Annex IV thereof, it being unde$tood in particular that no restriction shall be imposed on the right of entry into, sojoun in, and deparlure fiom the Georgian tenitory of UNESCO and its omcials and expe s performing scrvices on its behalf in connection with this project, withoul distinction ofnationality. 2.Coods and services provided under this agreement aJe exempted from taxes, duties, fees and other charges. 3.The govcmment shall take such measures which may be necessarily to facilitate the activities under this Agreement and shall gmnt UNESCO and its oflicials and its experts performing seryices on its behal[, such facilities as may be necessary for the speedy and elficient execution ofthe project. It shall, in paiicular, grant them following rights and facilities: a. access to the sites of work and all necessary rights of way, in accordance with thc legislation of Georgia; b. any permits necessary for the importation of equipment, materials and supplies in connection with this Agreement and for their subsequent exportation; c. any permits necessary for the imporlation of property belonging to, and intended for the personal use or consumption of, UNESCO and its officials and its experts performing services on its behalf, and for the subsequent exponation of such property. 4.Thc Govemment shall be responsible for dealing with any claims which may be brought by third parties against UNESCO, its property and its olficials and its experts performing services on behalf of LNESCO and shall hold harmless UNESCO, its propeny, its ofncials ard its experts performing services on behalf of UNESCO in case of any claims and liabilities resulting from activities under lhis Agreement, except where it is agreed by TNESCO and the Govemment that such claims or liabilities arise from the negligence or willful misconduct ofsuch ofiicials or experts. Article VIII Final provisions l.The Present Agreement enters into force on the day UNESCO receives from the Govemment the notice ofthe completion of intemal procedwes required for its entering into force. 2.ln case of unavailability of funds from lhe Norwegian Covemmenr, UNESCO shall duly inform the Government of Ceorgia and shall present the Govemment of Georgia with a limetable for the phasing out ofthe project and the termination ofthe Agreemen!. 3.Thc present Agreement may be changed and amended by a written mutual consent of tie Parties, which shall be formed as a separate document and enter into force in accordance wirh paragraph I ofthis Afiicle.
