tlre 99 t0l0 Appendix to Resolution CM,{Res(2007) 8 establishing the Enlarged Partial Agreement on Sport (EPAS) (adopted by the Committee of Ministers on I I May 2007 at its I 17th Session) Statute of the Enlarged Partial Agreement on Sport (EPAS) ArticlG 1 - T..kt 1.1The EPAS shall perform the followlng tasks: Policv-makino and standard settlno - Develop sports policy strategies and set appropriate standards, reflecting the lmportance of sport in modern society, in co-operation and dialogue wlth all partles concemed; - stimulate and provide the co-ordination of sports pollcies and standards wlthin and among the States Party, notably with a view to maklng the safe practlce of ethlcal sPort as widely avallable as possible; - propose policles necessary to deal wlth topical issues in intemational sport; - promote the development of sports, as a means to foster healthy llfestyles, Monitorino - Monltor the appticatlon of the European SPorts Charter (Recommendation No. R (92) 13 rev) and of the Code of.Sports Ethics (Recommendation No. R (92) 14 rev) ln the States members of the Agreement. Artlcla 3 - Govamlng !o.rd 3.1 The Governing Board of the EPAS shall be composed of one representative appointed by the government of each member of the Enlarged Partial Agreement. The European Non-GoYernmental Sports organlsation (ENGSo) shall be represented on the Governing Board, without the rlght to vote. 3.2 The Governlng Board shall elect from among its members a bureau comprised of a chair, one vice-chair, four other membeE, and one representatlve of the European Non-Governmental Sports Organlsation (ENGSO) wlthout the right to vote, for a term of office of two years, renewable only once. 3,3 The Governing Board shall: - be responsible for the general lmplementation of the tasks conferred to the EPAS; in - adopt the draft annual programme of actlvlties of the EPAS and submlt, proposals confoimity with the Financial Regulations of the Councll of Europe, to the Secretary General of the Council of Europe relating to the elaboration of the draft annual budget, prior to lts transmission to the Statutory committee set up under Article 5 below; - declde on pllot proJects consistent wlth the Council of Europe's political priorities, and draw up the relevant budEets; - monitor the lmplementatlon of the p.ogramme of actlvitles and the management of the EPAS'funds; Articla 7 - AnGndmanta The Committee of Minlsters, in lts composltion restrlcted to the representatives of the States members of the Enlarged Partial Agreement and after consultation wlth the other members defined in Artlcle 2, may adopt amendments to this Statute by the majority provided for under Article 20.d of the Statute of the Councll of Europe ArtlclG t - Wlthdr.wll 8,1 Any member may wlthdraw from the EPAS by means of a declaratlon sent to the Secretary General of the Councll of Europe. 8.2 The Secretary General shall acknowledge receipt of the declaration and so hform the members of the EPAS. 8.3 By analogy with Artlcle 7 of the Statute of the Council of Europe, withdrawal shall take effect: - at the end of the financlal year ln which it ls notifled, if such notlficatlon is oiven durino the flrst nine months of that financlal year; I at the end- of the followinq financial year, if notificatlon of withdrawal ls given in the last three months of the financlal year' 8.4 In accordance with Artlcle 18 of the Council of Europe's Financlal Regulations, the Governing Board shall examlne the flnanclal consequences of the withdrawal of a member and shall make the apPropriate arrangements. 8.5 The Secretary General shall immedlately inform the member concerned of the consequences for it of its withdrawal.
