Upon implementation, the lnvestment Program will: (i) fac'litate efticient regional road transport transit through ceorgia, (ii) increase fade flows and competitiveness, (iii) lower transport costs, (iv) increase mobility and accessibility to markets, jobs, and social services, and (v) improve govemance. 2 As part of the lnvestment Program, the Project aims to improve road inlrastructure, road network management capacity, and road safety along thj Project Road. IMPLEMENTATIONARMNGEMENTS l,lORDl, as the Project Executing Agency, ishall be responsible for carrying out oI the Projecl. 2 [TORDI's Roads Department (RD), as the Project lmplementi] g Agency assisted by the Eurasian Transport Corridor lnvestment Center (ETCIC), shall implemsr'tt the Project. 3 RD shall have established the Foreign Project Unit (FP.j) which shall be responsible for the day{o-day implementation of the Project (in relevant pad) including, among other things, (i) monitoring the progress of Project implementation; (ii) preparing withdrawal applications and Project progress reports; (iii) maintaining Project accouirts and completing financial records for auditing the Projecti and (iv) carrying out procuremenl including advance cohtracting activities. The activities related to Project financial managemeni .,vill be outsourced to ETCIC. 4. The Borrower through MORDI shall ensure effeclive coordination and consullation among RD, ETCIC, and other relevant govemment agencies as may be necessary for Project implementation. II JPERATIONAL COVE NANTS Road sector developmenl Dlan 5. The Bonower shall prepare a long{erm road sector development plan and adopt it for implementation by 31 December 2010. Such plan shall detail policy actions and measures to: (') update the system for effcient planning and prioritization of road mainlenance works; (ii) develop or adopt adequate road maintenance standards; and (iii) provide training to strengthen the c€pacity of RD. The Bonower shall cause RD to ensure that contractors cortmence the Works only afrer the land acquisition and resettlement plan has been implemenled with respect lo the relevant road section in accordance with its terms. Local consultation and oender 16. The Bonower shall c€use RD to ensure that all local consultalions with respect to safety, social, and cultural issues during Project implemeritation are carried oul as recommended in the summary poverty reduction and social analysis propared for the projeL.r The mechanisms for maximizing local employmenl benefits shall be included in the bidding docuilrents. Labor The Borower shall cause RD lo ensure that all Works contractoc (i) compty wilh all applicable labor laws; (ii) use their best efforts to employ women and local people, including disadvantaged people, living in the vjcinity of the Project; (iii) disseminate information on the risks of sexually transmitted infections to those at worksites employed during consLruction; (iv) provide equal pay to men and women for work of equal type; (v) provide safe workin,.t ,:onditions for male and Iemale workers; and (vi) abstain fiom child labor. Relevant Works cont.acts tinanced under the Project must include specific clauses on these undertakings, and compliance will be striclly monitored during implementation. 17. Health risks and Dreventron '18. The Borrower shall cause RD to ensure that the Works iontracts include a requirement lo mnducl an information and educalion campaign on sexually iransmitted diseases and HIV/AIDS for construction workers as part of the health and safety program al campsites during the construction period. llleoal traffickino The Borrower shall undertake concrete and adequale measures to detect and prevent trafficking of humans, wildlife, endangered species, and illegal substences on the Project 19 Road.
