color:teal;} span.msoDel {mso-style-name:""; text-decoration:line-through; color:red;} /* Page Definitions */ @page Section1 {size:8.5in 11.0in; margin:.5in 45.0pt 81.0pt 63.0pt;} div.Section1 {page:Section1;} /* List Definitions */ ol {margin-bottom:0in;} ul {margin-bottom:0in;} საქართველოს პრეზიდენტის ბრძანებულება №672 1997 წლის 17 ნოემბერი ქ. თბილისი საქართველოს შინაგან საქმეთა სამინისტროს დებულების შესახებ „აღმასრულებელი ხელისუფლების სტრუქტურისა და საქმიანობის წესის შესახებ” საქართველოს 1997 წლის 15 აპრილის კანონის შესაბამისად: 1. დამტკიცდეს საქართველოს შინაგან საქმეთა სამინისტროს თანდართული დებულება. 2. გაუქმდეს „საქართველოს შინაგან საქმეთა სამინისტროს დებულებისა და სტრუქტურის დამტკიცების შესახებ“ საქართველოს პრეზიდენტის 1997 წლის 11 მარტის № 135 ბრძანებულება.                                                                                             ე. შევარდნაძე საქართველოს შინაგან საქმეთა სამინისტროს დებულება I. ზოგადი დებულებანი 1. საქართველოს შინაგან საქმეთა სამინისტრო (შემდგომში – სამინისტრო) არის სამთავრობო დაწესებულება, რომელიც უზრუნველყოფს სახელმწიფოში საზოგადოებრივი წესრიგის დაცვასა და დამნაშავეობის წინააღმდეგ ბრძოლას. აღნიშნული ფუნქციების შესასრულებლად სამინისტრო ქმნის შესაბამის დეპარტამენტებს, მთავარ სამმართველოებს, სამმართველოებსა და სამსახურებს, რომლებიც თავიანთი კომპეტენციის ფარგლებში მართლსაწინააღმდეგო მოქმედებისაგან იცავენ მოქალაქეების, დაწესებულებების, ორგანიზაციების უფლებებსა და კანონიერ ინტერესებს. 2. სამინისტრო თავის საქმიანობას წარმართავს საქართველოს კონსტიტუციის, კანონების, საქართველოს პრეზიდენტის ბრძანებულებებისა და განკარგულებების, ქვეკანონური აქტების, საერთაშორისო ხელშეკრულებების, მინისტრის ნორმატიული აქტებისა და ამ დებულების მოთხოვნათა დაცვით. 3. სამინისტროს მმართველობას ექვემდებარებიან აფხაზეთისა და აჭარის ავტონომიური რესპუბლიკების შინაგან საქმეთა სამინისტროები, მხარეების შინაგან საქმეთა მთავარი სამმართველოები (სამმართველოები), ქალაქებისა და რაიონების შინაგან საქმეთა ორგანოები, შინაგანი ჯარები, სპეცდანიშნულების რაზმები, სატრანსპორტო პოლიციის ორგანოები და სხვა საქვეუწყებო სახელმწიფო დაწესებულებები და ორგანიზაციები. 4. სამინისტრო, მისი ორგანოები, დაწესებულებები და ქვედანაყოფები ქმნიან სამინისტროს ერთიან სისტემას. 5. სამინისტრო ახორციელებს სახელმწიფოს, როგორც საჯარო-სამართლებრივი იურიდიული პირის, უფლებებსა და მოვალეობებს საზოგადოებრივი წესრიგის დაცვისა და დანაშაულობათა წინააღმდეგ ბრძოლის საქმეში. სამინისტროს აქვს დებულება, დასრულებული ბალანსი, ხარჯთა ნუსხა და ბეჭედი სახელმწიფო გერბის გამოსახულებით. სამინისტროს დაფინანსება ხორციელდება საქართველოს სახელმწიფო ბიუჯეტიდან სამინისტროს ქვედანაყოფების შემოსავლებით ფორმირებული სპეციალური სახსრების გათვალისწინებით. პოლიციის შესახებ საქართველოს კანონის შესაბამისად პოლიციის ორგანოებს შენობა-ნაგებობებით და კავშირგაბმულობის საშუალებებით უფასოდ უზრუნველყოფენ ადგილობრივი თვითმმართველობის ორგანოები, ხოლო სატრანსპორტო პოლიციის ორგანოებს – შესაბამისი სატრანსპორტო უწყებები და ორგანოები. სამინისტროს იურიდიული მისამართია: 380014 ქ.თბილისი, გენერალ გ.გულუას ქ.10. 6. სამინისტრო თავის საქმიანობას წარმართავს კანონიერების, პიროვნების ღირსების პატივისცემის, სამართლიანობის, ჰუმანიზმისა და საჯაროობის პრინციპებზე, მას არა აქვს უფლება გაამჟღავნოს მოქალაქის პირადი ცხოვრების, მისი პატივისა და ღირსების შემლახავი ინფორმაცია, აგრეთვე სახელმწიფო და კომერციული საიდუმლოება. ოპერატიულ-სამძებრო ხასიათის ინფორმაციისა და წინასწარ გამოძიების მასალების გახმაურება შეიძლება მხოლოდ კანონით დადგენილი წესით. II. სამინისტროს ამოცანები 7. სამინისტროს ამოცანებია: ა) დანაშაულისა და სხვა სამართალდარღვევების აღკვეთა, ჩადენილი დანაშაულის აღრიცხვა, გამოვლენა, გახსნა, მოკვლევა და წინასწარი გამოძიება; ბ) მოქალაქეთა უფლებებისა და თავისუფლებების დაცვა; გ) საზოგადოებრივი წესრიგის დაცვა; დ) საკუთრების დაცვა; ე) საგზაო მოძრაობის უსაფრთხოების უზრუნველყოფა; ვ) სარეგისტრაციო საქმიანობა კანონით გათვალისწინებული წესით; ზ) სასჯელისა და სახდელის აღსრულება; თ) გარემოს დაცვის სფეროში სამართალდარღვევათა აღკვეთა-აცილება; ი) ხანძრების პროფილაქტიკისა და ქრობის ორგანიზაცია; კ) საგანგებო სიტუაციების თავიდან აცილების, მათი შედეგების სალიკვიდაციო სამუშაოებისა და სამოქალაქო თავდაცვის ღონისძიებათა განხორციელება. III. სამინისტროს საქმიანობის მიმართულებები 8. სამინისტრო მისთვის დაკისრებული ამოცანების შესრულების მიზნით, თავისი კომპეტენციის ფარგლებში: ა) აყალიბებს დამნაშავეობასთან და სხვა სამართალდარღვევებთან ბრძოლის პოლიტიკას, ორგანიზაციას უწევს სამინისტროს სისტემაში შემავალი სამსახურების საერთო საქმიანობას, განსაზღვრავს მისდამი დაქვემდებარებული სამსახურებისა და ქვედანაყოფების საქმიანობის ძირითად მიმართულებებს, შეიმუშავებს მისთვის დაკისრებული ამოცანების გადაწყვეტისათვის საჭირო ფორმებსა და მეთოდებს; ბ) ორგანიზაციას უწევს კანონებისა და სხვა ნორმატიული აქტების განხორციელებას, კონტროლს უწევს მათ შესრულებას, განაზოგადებს მათი გამოყენების პრაქტიკას, შეიმუშავებს წინადადებებს კანონმდებლობის შეცვლის ან მისი სრულყოფის შესახებ და საკანონმდებლო ინიციატივისათვის წარუდგენს საქართველოს პრეზიდენტს; გ) შეიმუშავებს და ახორციელებს სამართალდარღვევათა თავიდან აცილებისა და აღკვეთის ღონისძიებებს, ხელს უწყობს მოსახლეობის მართლშეგნების ამაღლებას. ამ მიზნით თანამშრომლობს პრესასთან და მასობრივი ინფორმაციის სხვა საშუალებებთან, აწვდის საზოგადოებას ინფორმაციას სამინისტროს საქმიანობის შესახებ; დ) არსებული კანონმდებლობის შესაბამისად ახორციელებს ოპერატიულ-სამძებრო საქმიანობას, მოკვლევასა და წინასწარ გამოძიებას; ე) კანონით დადგენილი წესით აწარმოებს მიმალულ ეჭვმიტანილთა, ბრალდებულთა, სამართალში მიცემულთა, მსჯავრდებულთა და უგზო-უკვლოდ დაკარგულ პირთა ძებნას; ვ) ქმნის და ხელმძღვანელობს შინაგანი ჯარების ნაწილებსა და სპეცდანიშნულების ქვედანაყოფებს, მათი მმართველობის ორგანოებს; ზ) უზრუნველყოფს შესაბამისი სამსახურების მეშვეობით დაპატიმრებისა და სხვა იძულებითი ღონისძიებების შესახებ სასამართლოს განაჩენებისა და განჩინებების აღსრულებას; თ) კანონით დადგენილი წესით უზრუნველყოფს მოქალაქეთა შეკრებებისა და მანიფესტაციების მონაწილეთა უსაფრთხოებას; ი) კანონით დადგენილი წესით აღკვეთს მოქალაქეთა აკრძალულ შეკრებებსა და მანიფესტაციებს, თუ ისინი საფრთხეს უქმნიან საზოგადოებრივ წესრიგს, საზოგადოებრივ უშიშროებას, პიროვნების სიცოცხლეს, ჯანმრთელობას, საკუთრებასა და კანონით დაცულ სხვა სიკეთეს; კ) ორგანიზაციასა და სამსახურებრივ ზედამხედველობას უწევს ცეცხლსასროლი იარაღის, საბრძოლო მასალების, ფეთქებადი ნივთიერებების, ნარკოტიკული საშუალებების და სანებართვო სისტემით რეგლამენტირებული სხვა საგნებისა და მასალების შეძენის, შენახვისა და გადაზიდვის დადგენილი წესების დაცვას; ლ) დახმარებას უწევს ბუნების დაცვის სამსახურებს კანონიერი საქმიანობის განხორციელებაში; მ) სტიქიური უბედურების, კატასტროფებისა და სხვა საგანგებო შემთხვევების დროს ახორციელებს ღონისძიებებს მოქალაქეთა უსაფრთხოების, საზოგადოებრივი წესრიგის უზრუნველსაყოფად, წარმოება-დაწესებულებების, ორგანიზაციებისა და მოქალაქეთა ქონების გადასარჩენად; გადაუდებელ დახმარებას უწევს სამართალდარღვევების შედეგად დაზარალებულ და უმწეო მდგომარეობაში მყოფ პირებს; ნ) ახორციელებს საქართველოს მოქალაქეთა და უცხოელთა რეგისტრაციას და მათთვის პირადობის დამადასტურებელი დოკუმენტების გაცემას; ო) ორგანიზაციას უწევს ქვეყნის ტერიტორიაზე საგზაო მოძრაობის უსაფრთხოების უზრუნველყოფის ღონისძიებებს; პ) აწარმოებს ავტო-მოტო სატრანსპორტო საშუალებების რეგისტრაციას, მათზე სახელმწიფო სანომრე ნიშნების, მოქალაქეების მართვის მოწმობების გაცემას, ავტო-მოტო ტრანსპორტის ტექნიკურ დათვალიერებას და მათი ერთი მფლობელისაგან მეორისთვის გადაფორმებას; ჟ) ორგანიზაციას უწევს ქვეყნის სახანძრო უსაფრთხოებას; რ) ხელშეკრულების საფუძველზე იცავს მესაკუთრის ქონებას მართლსაწინააღმდეგო ხელყოფისაგან; ს) ხელმძღვანელობს სამინისტროს სისტემაში კადრების შერჩევას, განაწილებასა და აღზრდას, განსაზღვრავს მოთხოვნილებას სპეციალისტებზე, სამინისტროს სპეციალურ სასწავლებლებთან ერთად ორგანიზაციას უწევს კადრების მომზადებასა და კვალიფიკაციის ამაღლებას; ტ) ახორციელებს შესაბამის ღონისძიებებს სამინისტროს პირად შემადგენლობაში დისციპლინისა და კანონიერების განმტკიცებისათვის, ზრუნავს პოლიციის რიგების გაწმენდისათვის კორუმპირებული, არაკომპეტენტური თანამშრომლებისაგან; უ) რკინიგზის, საჰაერო და საზღვაო ტრანსპორტზე უზრუნველყოფს საზოგადოებრივი წესრიგის, ქონებისა და ტვირთის დაცვას; ფ) ხელმძღვანელობს სამინისტროს სისტემის საექსპერტო-კრიმინალისტიკური სამსახურის საქმიანობას; ქ) ორგანიზაციას უწევს თავის კომპეტენციაში შემავალ საკითხებზე შინაგან საქმეთა ორგანოებისა და დაწესებულებების მუშაობასთან დაკავშირებული საჩივრებისა და განცხადებების განხილვას; ღ) ხელს უწყობს სამეცნიერო გამოკვლევებს თავისი საქმიანობის სფეროში; ყ) სწავლობს საზღვარგარეთის ქვეყნების შინაგან საქმეთა და პოლიციის ორგანოების გამოცდილებას; შ) უზრუნველყოფს შინაგან საქმეთა ორგანოებში სააღრიცხვო-სარეგისტრაციო დისციპლინის განმტკიცებას, დანაშაულის შესახებ შეტყობინებებსა და განცხადებებზე სათანადო რეაგირებას; ჩ) ორგანიზაციას უწევს შინაგან საქმეთა ორგანოების ინფორმაციული უზრუნველყოფის კომპიუტერული სისტემების ჩამოყალიბებას, დანერგვასა და ფუნქციონირებას; ც) სხვა სახელმწიფოების შესაბამის ორგანოებთან დებს შეთანხმებებს სამართლებრივი დახმარებისა და თანამშრომლობის შესახებ; ძ) ადგენს სამინისტროს შემადგენლობაში შემავალი საბიუჯეტო დაწესებულებებისა და ორგანიზაციების ბიუჯეტის პროექტებს და ახორციელებს ბიუჯეტიდან გამოყოფილ ასიგნებათა მიზნობრივი ხარჯვის სამსახურებრივ ზედამხედველობას; წ) ორგანიზაციას უწევს დაქვემდებარებული ორგანოებისა და დაწესებულებების მეთოდურ დახმარებას, საფინანსო-სამეურნეო საქმიანობის დოკუმენტურ რევიზიებს. IV. სამინისტროს უფლებები 9. სამინისტრო უფლებამოსილია: ა) სახელმწიფო და სხვა ორგანოებისაგან, დაწესებულებებისა და ორგანიზაციებისაგან, თანამდებობის პირებისაგან დადგენილი წესით გამოითხოვოს სამინისტროსათვის დაკისრებული ამოცანების შესასრულებლად საჭირო ინფორმაცია, დოკუმენტაცია და მასალები; ბ) სამინისტროს კომპეტენციაში შემავალი ამოცანების განსახორციელებლად დადგენილი წესით მოიწვიოს სახელმწიფო ორგანოთა და დაწესებულებათა თანამშრომლები, სპეციალისტები და ექსპერტები; გ) თავისი კომპეტენციის ფარგლებში აწარმოოს მოლაპარაკება, დადოს ხელშეკრულებები და შეთანხმებები როგორც ქვეყნის, ისე საზღვარგარეთის ფიზიკურ და იურიდიულ პირებთან. V. სამინისტროს ხელმძღვანელობა 10. სამინისტროს ხელმძღვანელობს მინისტრი, რომელსაც თანამდებობაზე ნიშნავს საქართველოს პრეზიდენტი პარლამენტის თანხმობით. მინისტრს თანამდებობიდან ათავისუფლებს საქართველოს პრეზიდენტი. მინისტრი როგორც უშუალოდ, ისე თავისი მოადგილეების მეშვეობით კოორდინაციას უწევს და ხელმძღვანელობს სამინისტროს სისტემაში შემავალი სამსახურების საქმიანობას დამნაშავეობასთან ბრძოლისა და საზოგადოებრივი წესრიგის დაცვის უზრუნველყოფის მიზნით. მინისტრი პასუხს აგებს პრეზიდენტის წინაშე დამნაშავეობასთან და სხვა სამართალდარღვევებთან ბრძოლის სწორი პოლიტიკის, სამინისტროს კომპეტენციაში შემავალი სხვა ამოცანების განხორციელებისათვის. 11. მინისტრის პირველ მოადგილესა და მოადგილეებს მინისტრის წარდგინებით თანამდებობაზე ნიშნავს და თანამდებობიდან ათავისუფლებს საქართველოს პრეზიდენტი. აფხაზეთისა და აჭარის შინაგან საქმეთა მინისტრებს თანამდებობაზე ნიშნავს საქართველოს შინაგან საქმეთა მინისტრი აჭარისა და აფხაზეთის უმაღლესი წარმომადგენლობითი ორგანოების ხელმძღვანელთა წარდგინების საფუძველზე. მინისტრის დავალებით ერთ-ერთი მოადგილე ახორციელებს საპარლამენტო მდივნის ფუნქციას. მინისტრის მოადგილეები ხელმძღვანელობენ და ორგანიზაციას უწევენ თავიანთი საკურატორო სამსახურების საქმიანობას მათ წინაშე მდგომი ამოცანების შესასრულებლად. მოადგილეები პასუხს აგებენ მინისტრის წინაშე მინდობილ უბანზე მუშაობის სწორი ორგანიზაციისათვის. 12. მინისტრი დამოუკიდებლად იღებს გადაწყვეტილებებს თავისი კომპეტენციის ფარგლებში. 13. მთავრობის შემადგენლობის მიერ უფლებამოსილებათა მოხსნა ან სხვა საფუძველზე მინისტრის სამსახურებრივი უფლებამოსილების შეწყვეტა მინისტრის პირველი მოადგილისა და მოადგილეების უფლებამოსილებათა შეწყვეტის საფუძველია. 14. მინისტრი: ა) უზრუნველყოფს სამინისტროს წინაშე მდგომი ამოცანების შესრულებას; ბ) სამინისტროს კომპეტენციის ფარგლებში გამოსცემს შინაგან საქმეთა ორგანოებისათვის, სამინისტროს სისტემაში შემავალი დაწესებულებებისა და ქვედანაყოფებისათვის შესასრულებლად სავალდებულო ბრძანებებს, დირექტიულ მითითებებს, ინსტრუქციებს, წესებს, აკონტროლებს მათ შესრულებას; გ) თანამდებობაზე ნიშნავს და თანამდებობიდან ათავისუფლებს სამინისტროს ცენტრალური აპარატის მუშაკებს, სამინისტროსადმი დაქვემდებარებული ორგანოების, დაწესებულებებისა და ქვედანაყოფების ხელმძღვანელებს, საზღვარგარეთის ქვეყნების შინაგან საქმეთა სამინისტროებთან საქართველოს შინაგან საქმეთა სამინისტროს წარმომადგენლებს, ახორციელებს სამსახურებრივ ზედამხედველობას კანონით დადგენილი წესით; დ) ამტკიცებს სამინისტროს დეპარტამენტების, მთავარი სამმართველოების, სამმართველოების, სამსახურებისა და განყოფილებების დებულებებსა და სტრუქტურებს; ე) იწვევს სამინისტროს საბჭოს და თავმჯდომარეობს საბჭოს სხდომებს, ხელმძღვანელობს სამინისტროს აპარატის მუშაობას; ვ) ამტკიცებს სამინისტროს ცენტრალური აპარატის, დაქვემდებარებული ორგანოების, დაწესებულებებისა და ქვედანაყოფების საშტატო ნუსხებს; ზ) თავისი კომპეტენციის ფარგლებში სამინისტროს სისტემის თანამშრომლებს ანიჭებს სპეციალურ წოდებებს, დადგენილი წესით ახდენს მათ წახალისებას, ხოლო განსაკუთრებით წარჩინებულ თანამშრომლებს წარადგენს სახელმწიფო ჯილდოების მისანიჭებლად; თ) აწარმოებს მოქალაქეთა პირად მიღებას, ორგანიზაციას უწევს სამინისტროს აპარატის მუშაობას მოქალაქეთა მიღების, მათი წინადადებების, განცხადებებისა და საჩივრების განხილვის საკითხებში; ი) მოქმედი კანონმდებლობის შესაბამისად ახორციელებს სხვა უფლებამოსილებას. 15. მინისტრის სათათბირო ორგანოა სამინისტროს საბჭო, რომლის შემადგენლობაში შედიან მინისტრის პირველი მოადგილე და მოადგილეები, აგრეთვე დეპარტამენტების თავმჯდომარეები და მთავარი სამმართველოების უფროსები, სამინისტროსთან არსებული საზოგადოებრივი აზრის ინსტიტუტის რექტორი. საბჭოს შემადგენლობას განსაზღვრავს მინისტრი. საბჭო განიხილავს სამინისტროსა და მასში შემავალი სამსახურების საქმიანობის, აგრეთვე დამნაშავეობასთან ბრძოლისა და საზოგადოებრივი წესრიგის უზრუნველყოფის უმნიშვნელოვანეს საკითხებს. საბჭოს გადაწყვეტილება ფორმდება მინისტრის ბრძანებით, რომელიც სავალდებულოა შესასრულებლად სამინისტროს სისტემაში შემავალი ყველა სამსახურისათვის, ორგანოსა და ქვედანაყოფისათვის. 16. გადაუდებელი მიმდინარე საქმიანობის, საშემსრულებლო დისციპლინისა და სხვა საკითხების განსახილველად მინისტრი რეგულარულად იწვევს ოპერატიულ თათბირს სამინისტროს ხელმძღვანელი მუშაკებისა და მოწვეულ თანამდებობის პირთა მონაწილეობით. VI. სამინისტროს კომპეტენცია პოლიციის საქმიანობაში 17. სამინისტრო განსაზღვრავს დამნაშავეობის წინააღმდეგ ბრძოლის, საზოგადოებრივი წესრიგის დაცვის სტრატეგიასა და პოლიციის საქმიანობის ძირითად მიმართულებებს, რისთვისაც: ა) კოორდინაციას, სამსახურებრივ ზედამხედველობას და მეთოდურ დახმარებას უწევს პოლიციის ორგანოებისა და ქვედანაყოფების საქმიანობას; ბ) სამეცნიერო-საკონსულტაციო და პრაქტიკულ დახმარებას უწევს პოლიციას; გ) უზრუნველყოფს პოლიციის საქმიანობას შესაბამისი სამართლებრივი ბაზით; დ) ავტონომიური რესპუბლიკების, მხარეების, რაიონებისა და ქალაქების პოლიციის თანამშრომლებს გზავნის სამსახურის ტერიტორიის ფარგლებს გარეთ სტიქიური უბედურების, კატასტროფის, მასობრივი არეულობისა და სხვა საგანგებო შემთხვევების დროს სხვადასხვა სარეგიონთაშორისო ღონისძიებებში მონაწილეობის მისაღებად მართლწესრიგის უზრუნველყოფის მიზნით; ე) საგანგებო, სამხედრო და სხვა ექსტრემალური გარემოებების დროს უზრუნველყოფს პოლიციის პირადი შემადგენლობის გადაყვანას სამსახურის განსაკუთრებულ რეჟიმზე; ვ) აყალიბებს და განაგებს საცნობარო-საინფორმაციო ბანკს; ზ) ამყარებს კავშირურთიერთობას და უზრუნველყოფს ინფორმაციის გაცვლას სხვა სახელმწიფოთა პოლიციის ორგანოებთან; თ) ახორციელებს ერთიან საკადრო პოლიტიკას; ი) ხელმძღვანელობს პოლიციის კადრების მომზადებას; კ) სამსახურებრივად ზედამხედველობს პოლიციის თანამშრომელთა მიერ მოქალაქეთა უფლებების, კანონიერებისა და სამსახურებრივი დისციპლინის დაცვას; ლ) თავისი კომპეტენციის ფარგლებში წყვეტს პოლიციის პირადი შემადგენლობისათვის სპეციალური წოდებების მინიჭების, წახალისებისა და დისციპლინური პასუხისმგებლობის საკითხებს; მ) შეიმუშავებს პოლიციაში სამსახურის ერთიან მოთხოვნებს, პირობებსა და წესს, საშტატო ერთეულების ტიპობრივ ნორმატივებს; ნ) ადგენს პოლიციაში საქმისწარმოების ორგანიზაციის წესსა და პირობებს; ო) წარმოადგენს პოლიციის ინტერესებს საქართველოს საკანონმდებლო, აღმასრულებელი და სასამართლო ხელისუფლების ორგანოებში. VII. სამინისტროს სტრუქტურა კრიმინალური პოლიციის დეპარტამენტი: ადმინისტრაციული პოლიციის დეპარტამენტი; საგამოძიებო დეპარტამენტი; სატრანსპორტო პოლიციის დეპარტამენტი; სასჯელთა აღსრულების დეპარტამენტი; საგანგებო სიტუაციებისა და სამოქალაქო თავდაცვის დეპარტამენტი; გენერალ გ.გულუას სახელობის პოლიციის სპეციალური დანიშნულების სამსახური; სადესანტო-მოიერიშე ბრიგადა. სამინისტროს კონტროლის, კოორდინაციის და უზრუნველყოფის სამსახურები: შტაბი; კადრებისა და პირად შემადგენლობასთან მუშაობის მთავარი სამმართველო; მატერიალურ-ტექნიკური და ფინანსური უზრუნველყოფის დეპარტამენტი; პარლამენტთან ურთიერთობისა და სამართლებრივი უზრუნველყოფის სამსახური; აკადემია; კავშირგაბმულობის სამსახური; სამედიცინო სამმართველო; სამდივნო. სამხედრო და სპეციალური გადაზიდვების სამსახური; საფელდიეგერო სამსახურის სამმართველო. 18. კრიმინალური პოლიციის დეპარტამენტის ძირითადი ამოცანებია: ა) ოპერატიულ-სამძებრო ღონისძიებების განხორციელება რეგიონალური და საერთაშორისო კორუმპირებული კავშირების მქონე ორგანიზებული დანაშაულებრივი ფორმირებების გამოვლენისა და მათი საქმიანობის აღკვეთის მიზნით; ეკონომიკური დანაშაულისა და კორუფციის წინააღმდეგი ბრძოლა; ბ) რეგისტრირებული სისხლის სამართლის დანაშაულის გახსნის, მოსალოდნელი დანაშაულის აღკვეთა-აცილების, ბოროტმოქმედთა დადგენა-დაკავების, მიმალულ ეჭვმიტანილთა, ბრალდებულთა, სამართალში მიცემულთა, მსჯავრდებულთა და უგზო-უკვლოდ დაკარგულ პირთა დაძებნის უზრუნველყოფა, ნარკომანიისა და ნარკობიზნესის წინააღმდეგ ბრძოლა. 19. ადმინისტრაციული პოლიციის დეპარტამენტის ძირითადი ამოცანებია: ა) საზოგადოებრივი წესრიგის დაცვა ქუჩებსა და საზოგადოებრივი თავშეყრის ადგილებში, მასობრივი უწესრიგობისა და საზოგადოებრივი წესრიგის ჯგუფური დარღვევების წინააღმდეგ ბრძოლის ორგანიზაცია; ბ) საავტომობილო ტრანსპორტის უსაფრთხო და შეუფერხებელი მოძრაობის ორგანიზაცია; საგზაო მოძრაობის მონაწილეთა უსაფრთხოების უზრუნველსაყოფად გამიზნული ღონისძიებების, ავტოტრანსპორტის ტექნიკური დათვალიერებისა და რეგისტრაციის შესახებ ნორმატიული აქტების შემუშავება და მათი შესრულების ზედამხედველობა; გ) საქართველოს ტერიტორიაზე ეკოლოგიის სფეროში სამართალდარღვევებისა და დანაშაულის გამოვლენა, აღკვეთა-აცილება და მოკვლევა; დ) საქართველოს მოქალაქეთა რეგისტრაციისა და სარეგისტრაციო წესების დაცვის ორგანიზაცია; საქართველოს მოქალაქის პირადობის მოწმობისა და საქართველოს მოქალაქის პასპორტის გაცემა, უცხოელთა გასვლა-შემოსვლის ვიზების გაფორმება-გაცემა, სავიზო კანონმდებლობის დაცვის უზრუნველყოფა; იმ დანაშაულის გამოვლენასა და აღკვეთა-აცილებაში მონაწილეობა, რაც განეკუთვნება ადმინისტრაციული პოლიციის დეპარტამენტის სამსახურების კომპეტენციას. 20. საგამოძიებო დეპარტამენტის ძირითადი ამოცანებია დანაშაულის გახსნა, მისი ყოველმხრივი, სრული და ობიექტური გამოძიება კანონთან ზუსტი შესაბამისობის საფუძველზე, პროცესუალური, საკონტროლო-საორგანიზაციო და უწყებრივი ხელმძღვანელობა დაქვემდებარებული საგამოძიებო ქვედანაყოფების მუშაობისადმი, გამოძიების დროს მოქალაქეთა უფლებებისა და თავისუფლებების დაცვა, მოქალაქეების, სახელმწიფო და არასახელმწიფო საწარმო დაწესებულებებისა და ორგანიზაციისათვის დანაშაულის შედეგად მიყენებული მატერიალური ზარალის ანაზღაურების უზრუნველყოფა, იმ მოქალაქეთა პატივისა და ღირსების, აგრეთვე კანონით გათვალისწინებული სხვა უფლებების დაცვა, რომლებიც უკანონოდ იყვნენ დაკავებული, დაპატიმრებული ან სისხლის სამართლის პასუხისგებაში მიცემული, დანაშაულის გამომწვევი მიზეზებისა და ხელშემწყობი პირობების გამოვლენა და მათი აღმოფხვრისათვის ზომების მიღება. 21. სატრანსპორტო პოლიციის დეპარტამენტის ძირითადი ამოცანებია რკინიგზის, საჰაერო და საზღვაო ტრანსპორტზე და მომსახურე ტერიტორიებზე დანაშაულობათა და სხვა სამართალდარღვევათა გამოვლენა, აღკვეთა-აცილება, რეგისტრირებული სისხლის სამართლის დანაშაულის გახსნა, მოქალაქეთა კანონიერი უფლებებისა და ინტერესების დაცვა, სატრანსპორტო ტვირთის, ობიექტებისა და სხვა მატერიალურ ფასეულობათა დაცვა და გაცილება. 22. სასჯელთა აღსრულების დეპარტამენტის ძირითადი ამოცანებია მსჯავრდებულ პირთა მიმართ სასამართლოს მიერ დადგენილი სასჯელის აღსრულების, მსჯავრდებულთა დაცვის, ზედამხედველობისა და დასაქმების ორგანიზაცია და კონტროლი, საპატიმრო და სასჯელის მოხდის ადგილებში ადამიანის უფლებათა დაცვის უზრუნველყოფა, მსჯავრდებულთათვის დაწესებული უფლებების ფარგლებში საყოფაცხოვრებო პირობების შექმნა. 23. საგანგებო სიტუაციებისა და სამოქალაქო თავდაცვის დეპარტამენტის ძირითადი ამოცანებია ბუნებრივი და ტექნოგენური კატასტროფების, სტიქიური და ეკოლოგიური უბედურებების, ფართომასშტაბიანი ხანძრების შემთხვევაში სამაშველო სამუშაოების ორგანიზება, მოსახლეობის ევაკუაციის უზრუნველყოფა; პირველი სამედიცინო დახმარების გაწევა და სხვა გადაუდებელ სამუშაოთა შესრულება, ბირთვული, რადიაქტიული და მასობრივი მოსპობის სხვა იარაღის გამოყენების შემთხვევაში პირველი და გადაუდებელი სამუშაოების განხორციელება. 24. დაცვის პოლიციის დეპარტამენტის ძირითადი ამოცანებია ურთიერთხელშეკრულების საფუძველზე საწარმოების, დაწესებულებების, ორგანიზაციების, ერთობლივი საწარმოებისა და უცხოური ფირმების, სააქციო საზოგადოებების, მშენებლობების, მოიჯარე, სამეურნეო ანგარიშზე ან თვითდაფინანსებაზე მყოფი კომერციული, პრივატიზებული და სხვა სახის ობიექტების, ცალკეული ფიზიკური და იურიდიული პირების, ყველა სახის მატერიალური ფასეულობების, ფულადი სახსრების დაცვა დანაშაულებრივი ხელყოფისაგან. 25. ხანძარსაწინააღმდეგო სამსახურის დეპარტამენტის ძირითადი ამოცანებია სახელმწიფო სახანძრო ზედამხედველობის განხორციელების უზრუნველყოფა, ხანძრის, აფეთქებებისა და ავარიის შედეგების ლიკვიდაციის სამუშაოთა წარმართვა და მონაწილეობის მიღება. 26. საექსპერტო-კრიმინალისტიკური მთავარი სამმართველოს ძირითადი ამოცანებია საექსპერტო-კრიმინალისტიკური გამოკვლევებისა და ექსპერტიზების მოწყობა, კინოლოგიის სამსახურის, რევიზიისა და კონტროლის სპეციალისტთა და დაქვემდებარებული ქვედანაყოფების მუშაობის ორგანიზაცია, პოლიციის ქვედანაყოფების კრიმინალისტიკური სამსახურების საქმიანობის სამსახურებრივი ზედამხედველობა, სათანადო სპეციალისტების მომზადება და ტექნიკით აღჭურვა. 27. ინტერპოლის ეროვნული ცენტრალური ბიუროს ძირითადი ამოცანებია საერთაშორისო მასშტაბით დანაშაულის შესახებ ინფორმაციის შეგროვება და მის წინააღმდეგ ბრძოლა; დანაშაულის გახსნა-გამოვლენის მიზნით მჭიდრო თანამშრომლობა უცხოეთის სახელმწიფოთა საპოლიციო სამსახურებთან, აგრეთვე დახმარება საქართველოს სამართალდაცვის ორგანოებისა თუ სხვა შესაბამისი უწყებებისადმი და საერთაშორისო დონეზე დამნაშავეობასთან ბრძოლაში უცხოეთის კომპეტენტურ სამსახურებთან და ინტერპოლის გენერალურ სამდივნოსთან მათი ურთიერთმოქმედების კოორდინაცია, აგრეთვე ინტერპოლის გენერალურ სამდივნოსთან და სხვა ქვეყნების ეროვნულ ცენტრალურ ბიუროებთან მუდმივი კავშირის უზრუნველყოფა . 28. მოკვლევის სამსახურის ძირითადი ამოცანებია პოლიციის ადგილობრივ ქვედანაყოფებში მოკვლევის სამსახურის საქმიანობის ორგანიზაცია და სამსახურებრივი ზედამხედველობა. 29. შინაგანი ჯარის ძირითადი ამოცანებია განსაკუთრებით მნიშვნელოვანი ობიექტების, სპეციალური ტვირთის, სასჯელაღსრულებითი დაწესებულებების დაცვა, მსჯავრდებულთა და განსასჯელ პირთა ბადრაგობა, საზოგადოებრივი წესრიგის დაცვაში და საგანგებო მდგომარეობის სამართლებრივი რეჟიმის უზრუნველყოფაში მონაწილეობა, ხანძრის, აფეთქებების, კატასტროფებისა და ავარიის შედეგების ლიკვიდაციაში მონაწილეობის მიღება, დივერსიულ-სადაზვერვო ჯგუფებისა და დესანტის წინააღმდეგ საბრძოლო მოქმედებებში, აგრეთვე ქვეყნის ტერიტორიულ დაცვაში მონაწილეობა. 30. გენერალ გ.გულუას სახელობის პოლიციის სპეციალური დანიშნულების სამსახურის ძირითადი ამოცანებია მოქალაქეთა სიცოცხლისა და კონსტიტუციური უფლებების დაცვა, შეიარაღებული ბანდების, ორგანიზებულ დამნაშავეთა ჯგუფების, დივერსიულ-ტერორისტული ორგანიზაციების გაუვნებლება, უკანონოდ თავისუფლებააღკვეთილ პირთა, „მოტაცებულთა“ მძევალთა განთავისუფლების ოპერაციათა განხორციელება, მასობრივ არეულობათა აღმოფხვრა და სხვა სახის სამართალდარღვევათა აღკვეთა. 31. სადესანტო-მოიერიშე ბრიგადა უშუალოდ ექვემდებარება შინაგან საქმეთა მინისტრს და ასრულებს მის დავალებებს. 32. შტაბის ძირითადი ამოცანებია: ა) პრეზიდენტის ბრანებულებებისა და განკარგულებების, პარლამენტის დადგენილებების, მინისტრის ბრძანებების, მითითებებისა და სხვა ნორმატიული აქტების შესრულების კონტროლი; სამინისტროს ცენტრალური აპარატის სამსახურების, ადგილობრივი ორგანოების, დაწესებულებებისა და ქვედანაყოფების ინსპექტირება, მათთვის პრაქტიკული დახმარების გაწევა; ბ) სამინისტროს სამორიგეო ნაწილის, პოლიციის ორგანოთა სამორიგეო ნაწილების მუშაობის წარმართვა და კონტროლი; გ) სამინისტროს საბჭოს სხდომების, მინისტრთან ოპერატიული თათბირების მომზადებისა და გამართვის ორგანიზება; დ) რეგისტრირებულ დანაშაულობათა აღრიცხვა, ინფორმაციის ანალიზი, საინფორმაციო-საძიებო კომპიუტერული სისტემების დანერგვა და ექსპლუატაცია; ე) სამინისტროს პრესცენტრის საქმიანობის ორგანიზება. 33. კადრებისა და პირად შემადგენლობასთან მუშაობის მთავარი სამმართველოს ძირითადი ამოცანებია სამინისტროს სისტემაში ერთიანი საკადრო პოლიტიკის განხორციელება, კადრების შემადგენლობის თვისებრივი გაუმჯობესება, მათი შერჩევა, განაწილება და პროფესიული დონის ამაღლება, საორგანიზაციო-საშტატო მუშაობის ორგანიზაცია, სამინისტროს სისტემის ორგანოების, დაწესებულებებისა და ქვედანაყოფების, პირად შემადგენლობას შორის კანონიერებისა და დისციპლინის მდგომარეობის კონტროლის განხორციელება, თანამშრომელთა მიერ კანონიერების დარღვევის, მექრთამეობის, სხვა დანაშაულობათა ჩადენის, მოქალაქეთა უფლებების დარღვევის, სამსახურებრივი გადაცდომების ფაქტების გამოვლენა და მათი პროფილაქტიკა, შემოსული განცხადებებისა და ინფორმაციის შემოწმება და სათანადო რეაგირება, შინაგან საქმეთა ორგანოების თანამშრომელთა უფლებების, პატივისა და ღირსების დაცვა. 34. მატერიალურ-ტექნიკური და ფინანსური უზრუნველყოფის დეპარტამენტის ძირითადი ამოცანებია სამინისტროს სისტემაში შემავალი ყველა ქვედანაყოფის ეფექტიანი ფუნქციონირების ფინანსური და მატერიალურ-ტექნიკური უზრუნველყოფა, სამინისტროს ხარჯთა ნუსხის შედგენა, ცენტრალური ბიუჯეტიდან გამოყოფილ ასიგნებათა გეგმური განაწილება და მისი ხარჯვის კონტროლის განხორციელება, სამინისტროს ქვედანაყოფების ცენტრალიზებული მომარაგება ყველა სახის კმაყოფით, სამინისტროს საჭიროებისათვის ძირითადი კაპიტალის შეძენა, კაპიტალური მშენებლობისა და კაპიტალური რემონტის დაგეგმვა-განხორციელება, კვარტალური და წლიური საფინანსო და სტატისტიკური ანგარიშების შედგენა და მათი დროულად წარდგენა. 35. პარლამენტთან ურთიერთობისა და სამართლებრივი უზრუნველყოფის სამსახურის ძირითადი ამოცანებია პარლამენტთან სამინისტროს ურთიერთობის უზრუნველყოფა, სამინისტროს საქმიანობასთან დაკავშირებული ნორმატიული აქტების შემუშავება, მათი სისტემატიზაცია, სამინისტროს სამსახურების ნორმათშემოქმედებითი საქმიანობის კოორდინაცია და კონტროლი, საზღვარგარეთის ქვეყნების შინაგან საქმეთა სამინისტროებთან კავშირურთიერთობის დამყარება. 36. აკადემიის ძირითადი ამოცანებია სამინისტროს ორგანოებისათვის კადრების მომზადება, მეცნიერული გამოკვლევების შესრულება და მათი შედეგების პრაქტიკაში დანერგვის ორგანიზაცია, შინაგან საქმეთა ორგანოების თანამშრომელთა პირველადი მომზადება და კვალიფიკაციის ამაღლება. 37. კავშირგაბმულობის სამსახურის ძირითადი ამოცანებია სამინისტროს კავშირგაბმულობის სისტემის საიმედო ფუნქციონირების უზრუნველყოფა. 38. სამედიცინო სამმართველოს ძირითადი ამოცანებია სამინისტროს პირადი შემადგენლობის, პენსიონერებისა და მათი ოჯახის წევრების ჯანმრთელობის, დასვენების, სამკურნალო-პროფილაქტიკური ღონისძიებების ორგანიზაცია და უზრუნველყოფა, სამხედრო-საექიმო და საექიმო-შრომითი საექსპერტო კომისიების, რესპუბლიკური ჰოსპიტლის, სანეპიდსადგურის, პოლიკლინიკების, ამბულატორიების, სანატორიუმებისა და აფთიაქების მუშაობის წარმართვა და მათი სამსახურებრივი ზედამხედველობა. 39. სამდივნოს ძირითადი ამოცანებია შტაბთან ერთად საბჭოს სხდომების მომზადება და ოქმების გაფორმება, სამინისტროში შემოსული კორესპონდენციების აღრიცხვა და დამუშავება; სამინისტროს მიერ გამოცემული ბრძანებებისა და დირექტიული მითითებების აღრიცხვა-რეგისტრაცია და დაგზავნა, შინაგან საქმეთა ორგანოებში საქმისწარმოების ორგანიზაცია, საიდუმლოების რეჟიმის, კონსპირაციის დაცვის უზრუნველყოფა და კონტროლი, შინაგან საქმეთა ორგანოებში საჩივარ-განცხადებების განხილვისა და მოქალაქეთა მიღების ორგანიზაცია. 40. სამხედრო და სპეციალური გადაზიდვების სამსახურის ძირითადი ამოცანებია სამინისტროს კუთვნილი ტვირთის შეუფერხებელი გადაზიდვის უზრუნველყოფა, აგრეთვე მსჯავრდებულ პირთა გადაყვანა და მათი დაუბრკოლებელი გადაადგილების კონტროლის განხორციელება. 41. სახელმწიფო საფელდიეგერო სამმართველოს ძირითადი ამოცანებია: ა) განსაკუთრებით მნიშვნელოვანი საიდუმლო, სრულიად საიდუმლო კორესპონდენციების, ამანათების, დოკუმენტაციის, სპეციალური ტექნიკის, სამრეწველო ნაწარმის, საცდელი ნიმუშების, ფასიანი ქაღალდებისა და ნივთების დანიშნულების ადგილზე ადრესატებისათვის დადგენილი მარშრუტებითა და წესით ოპერატიულად მიტანა და ჩაბარება; ბ) საქართველოს პრეზიდენტის, პარლამენტისა და სახელმწიფო კანცელარიის, ხელისუფლებისა და მმართველობის ორგანოების, სამთავრობო დაწესებულებების, საქართველოს თავდაცვის სამინისტროს, სამართალდაცვის ორგანოებისა და დიპლომატიური წარმომადგენლობების, განსაკუთრებით მნიშვნელოვანი, საიდუმლო და სხვა კორესპონდენციების, აგრეთვე არასახელმწიფო ორგანიზაციების, დაწესებულებების დაკვეთით (გზავნილების) დანიშნულებისამებრ საიმედოდ დაცული და სწრაფი მიტანა როგორც საქართველოს ფარგლებში, ისე საზღვარგარეთ.
