interpreration or applicalion ofrhis Prolocol through negotiation

through negoliation within a reasonable time shall, at the request of one of
those States Panies. be submitted to arbitration. Ii six months after the date
of the request for arbilralion. those States Panies are unable to agree on the

dispute to lhe Internalional Court of Justice by request in accordance with
