Lost passport or ID card: replacement: what to do under Georgian law

What to do immediately after losing an ID card or passport in Georgia, how to get a replacement and within what timeframe, and how to return home or travel if you lose documents abroad.

What to do

  1. Immediately: block the ID. A lost e-ID is suspended immediately upon notification to the Agency (Rules for Issuance of ID Cards and Passports, Art. 36). Notification can be made in writing at the territorial service, online with video identification, or by phone (Rules for Issuance of ID Cards and Passports, Art. 36); a suspended card has no legal force (Rules for Issuance of ID Cards and Passports, Art. 36). In case of theft or loss, a police certificate is required.
  2. New ID card: if an ID card is lost, it must be replaced (Procedure on Registration, Identity Card and Passport Issuance, Art. 18); the new ID card is issued on the 10th working day or on an expedited basis (government deadlines) (Procedure on Registration, Identity Card and Passport Issuance, Art. 13); abroad, the application for an e-ID is accepted by the embassy or consulate (Procedure on Registration, Identity Card and Passport Issuance, Art. 13).
  3. New passport: a lost passport is replaced upon application (Procedure on Registration, Identity Card and Passport Issuance, Art. 20⁵); the application must be accompanied by a document confirming the report to the police or competent authority of the country where the loss occurred (Procedure on Registration, Identity Card and Passport Issuance, Art. 20⁵); the passport is issued on the 10th working day or on an expedited basis (Procedure on Registration, Identity Card and Passport Issuance, Art. 20²); a lost passport is invalid from the date the new one is issued (Procedure on Registration, Identity Card and Passport Issuance, Art. 20⁵).
  4. Abroad and need to return home: abroad, the passport application is submitted to the embassy or consulate (Procedure on Registration, Identity Card and Passport Issuance, Art. 20¹). For a faster return, a certificate of return to Georgia (საქართველოში დასაბრუნებელი მოწმობა) is issued (Law on Exit from and Entry into Georgia, Art. 5); entry is possible on a passport, a certificate of return, or another replacement document (Law on Exit from and Entry into Georgia, Art. 5); a citizen may enter Georgia at any time without permission (Law on Exit from and Entry into Georgia, Art. 16).
  5. Procedure: a found passport is handed over to the Agency or to a consulate (Rules for Issuance of ID Cards and Passports, Art. 45).
  6. Where to apply: Public Service Development Agency (Public Service Halls); abroad, the embassy or consulate of Georgia.
  7. Evidence: police certificate of loss or theft, personal number, photo, copy of the document.
  8. Traps: without a police certificate, the passport will not be replaced. Abroad, you do not have to wait for a passport: a certificate of return is available.
