„მეზღვაურის წვრთნის სააღრიცხვო წიგნაკის ფორმის და მისი გამოყენების წესის“ დამტკიცების შესახებ“ საქართველოს ეკონომიკისა და მდგრადი განვითარების სამინისტროს სსიპ – საზღვაო ტრანსპორტის სააგენტოს დირექტორის 2021 წლის 31 მაისის №06 ბრძანებით დამტკიცებულ წესში (შემდგომში – წესი) შეტანილ იქნეს შემდეგი ცვლილებები:
ა) წესის მე-2 მუხლს დაემატოს 61, მ62 და 63 პუნქტები შემდეგი რედაქციით: „61. წინამდებარე წესის დანართი №6-ით განისაზღვრება გემის საგემბანე განყოფილების კადეტისთვის წიგნაკის შეფასებისა და დასკვნის ფორმა. 62. წინამდებარე წესის დანართი №7-ით განისაზღვრება გემის სამანქანე განყოფილების კადეტისთვის წიგნაკის შეფასების და დასკვნის ფორმა. 63. წინამდებარე წესის დანართი №8-ით განისაზღვრება გემის ელექტროტექნიკოს კადეტისთვის წიგნაკის შეფასების და დასკვნის ფორმა.“ ბ) წესის მე-4 მუხლის მე-3 პუნქტი ჩამოყალიბდეს შემდეგი შინაარსით: ,,3. სავახტო თანაშემწის, სავახტო მექანიკოსისა და ელექტროტექნიკოს ოფიცრის კომპეტენციის სერტიფიკატის მისაღებად კანდიდატი ვალდებულია წარმოადგინოს ამ ბრძანებით გათვალისწინებული წიგნაკი, რომელიც შევსებულ იქნა სასწავლო და საწვრთნელი პროგრამის ნაწილში შემავალი სისტემატური პრაქტიკული წვრთნის დროს და რომლის შევსებაზეც ზედამხედველობა და კონტროლი, როგორც ზღვაში, ასევე ნაპირზე, განხორციელდება კვალიფიციური ზედამხედველი პირის მიერ, აგრეთვე უნდა წარმოადგინოს ამ წესის მე-2 მუხლის 61-63 პუნქტებით განსაზღვრული მეზღვაურის წვრთნის სააღრიცხვო წიგნაკის შეფასებისა და დასკვნის ფორმა.“ გ) წესის მე-6 მუხლის 1-ლი პუნქტი ჩამოყალიბდეს შემდეგი რედაქციით: „1. საზღვაო-სასწავლო დაწესებულებები ვალდებულნი არიან უზრუნველყონ ამ წესის მე-2 მუხლის მე-2, მე-3, მე-4, მე-5, 61, 62 და 63 პუნქტებით გათვალისწინებული წიგნაკის/შეფასების და დასკვნის ფორმის გაცემა და შესაბამისი რეესტრის წარმოება.“ დ) წესის მე-6 მუხლს დაემატოს 11 პუნქტი: „11. საზღვაო-სასწავლო დაწესებულებები ვალდებულნი არიან უზრუნველყონ ამ წესის 51 მუხლით გათვალისწინებული კადეტის ნაოსნობის ცნობის გაცემა.“ ე) წესის მე-6 მუხლის მე-2 პუნქტი ჩამოყალიბეს შემდეგი რედაქციით: „2. საზღვაო სასწავლო დაწესებულება ამ წესის მე-2 მუხლის მე-3, მე-4 და მე-5 პუნქტებით გათვალიწინებულ წიგნაკს გასცემს უფასოდ.“ ვ) წესის მე-6 მუხლს დაემატოს შემდეგი შინაარსის მე-4 და მე-5 პუნქტები: „4. საზღვაო-სასწავლო დაწესებულების პრაქტიკის ხელმძღვანელი ვალდებულია განიხილოს კადეტის მიერ წარმოდგენილი მეზღვაურის წვრთნის სააღრიცხვო წიგნაკი და კადეტის სამუშაო პროექტი, შეაფასოს კადეტის მიერ საზღვაო პრაქტიკის პერიოდში შეძენილი თეორიული ცოდნა და პრაქტიკული უნარები, და შეავსოს შესაბამისი შეფასებისა და დასკვნის ფორმა. 5. ამ მუხლის მე-4 პუნქტით გათვალისწინებული მეზღვაურის წვრთნის სააღრიცხვო წიგნაკის შეფასებისა და დასკვნის წარმოდგენა უნდა განხორციელდეს ამ წესის დანართი №6, №7 და №8-ის შესაბამისად დამტკიცებული ფორმებით.“ ზ) წესის №1, №3 და №4 დანართები ჩამოყალიბდეს ახალი თანდართული რედაქციით. თ) წესს დაემატოს ახალი №6, №7 და №8 დანართები თანდართული რედაქციით. |

Preamble
According to STCW Convention cadet's seagoing service shall be documented by relevant records in a training record book (TRB), which shall be approved by the maritime administration responsible for issuing Seafarers certificates of competence.
This Training Record Book is developed and approved by the Maritime Transport Agency of Georgia (MTA). It is created in accordance with the functions and standards of competence described in the standard A-II/1 of the STCW Code. The tasks included in the TRB cover all areas of knowledge and proficiency described in the standard mentioned above.
Deck Cadet is responsible for full and accurate records in all parts of this TRB. Completed TRB provides the documentary evidence that a cadet has successfully completed on board training programme and demonstrated adequate competence as required by the STCW Convention for the purpose of certification as an Officer on Watch on ships of 500 GT or more.

Part 1 – On Board Training requirements
Arrangement of On Board training
The STCW Convention lays great emphasis on practical competence. Therefore, an important part of the STCW training programme is to put into the practice what the cadet has learned during educational process in the Maritime University. The best way is to practice them On Board the sea going ship under the supervision of a person with appropriate training and experience.
On-board, as part of an approved training programme, must be recorded in a training record book. The tasks assigned in this book should be completed by the Deck Cadet under the supervision of a training supervisor on board. This will normally be a designated officer. The training supervisor will inspect the progress made by the student and sign the book accordingly. Training record book should also be checked regularly by the Master. On completion of all the tasks the TRB is submitted to training supervisor in the Maritime University for review and finally to be presented to the Seafarers Department of Maritime Transport Agency. Completed records will be thoroughly inspected to demonstrate that the cadet has achieved the standards of competence in order to qualify for certification as deck officer.
Training and assessment, both on-board and ashore, should always be conducted by the qualified persons/assessors. It is the responsibility of the METI to elaborate and approve the Training program, which should be in compliance with the national standards. METI also appoints a person responsible for the supervision of the cadets training program. Following shall be done by the training supervisor:
Familiarize the cadet with the rules of the completion of the Book;
Provide necessary support and guidance during the cadetship program for completion of the tasks;
Monitor the cadets training progress and completion of the Tasks. Make an additional training task together with the On Board training officer if it is necessary depending on a ship’s specific type, purpose or characteristics in order to achieve the best training objectives.
At the end of training program, evaluate if the training tasks are fully and correctly completed by the cadet.
Cadet’s On Board training can’t be effectively completed without supervision of shipboard Management. Ship’s Master shall appoint the Deck Officer who is responsible for the practical training of the Cadet (Training Officer).
Master shall ensure, that upon arrival on board the Cadet completes the Mandatory Safety, Security and Shipboard Familiarization as well as instruction on Safe operations on board. Familiarization shall be done by the Safety Officer or by his deputy.
STCW convention doesn’t allow the Master/company to assign the specific duties and functions to the cadet other than duties, which help him to complete the training tasks described by this TRB and cadet’s training program.
Master to provide the Cadet with sufficient time and shall grant an access to the necessary shipboard documentation for completion the Training Tasks.
Master to ensure that cadet’s training is successfully progressing under supervision of training officer and shall evaluate the completion of On Board Training, as well as cadet’s knowledge and practical skills.
Training Officer shall familiarize himself with the purpose and content of the TRB taking into an account Guidance given and training objectives. If the vessel’s specific type, function or characteristics require so, the training officer shall assign an additional training tasks to the Cadet. Training officer to establish the communication with the training supervisor from METI obtain necessary guidance and consultation as required.
Completion of training tasks shall be periodically reviewed by the Training officer. If the training progress found satisfactory and compliant to the training plan, the Training Officer shall confirm his approval by means of signing the relevant section of this TRB.
Procedures for completion, submission and evaluation of the Training Record Book
The TRB is elaborated and approved by the MTA. Before commencement of On Board training, the cadet may obtain the blank form of TRB form either on the web page of MTA or at Educational Institution at no expense to Cadet. TRB form shall be registered in the appropriate registry of Educational Institution. TRB shall be assigned unique number and shall be stamped by the main stamp of Educational Institution. . Upon obtaining the book, the cadet shall familiarize himself with the purpose and content of the TRB Taking into an account the Tasks and Criteria for evaluation as well as Training outcomes laid out in a relevant Sections.
Upon joining the vessel the Cadet should complete the information required in the relevant sections under supervision of Training Officer. The cadet is responsible for the correct record keeping of this TRB throughout the training program. Detailed records should be kept of the cadet’s seagoing service including time spent on bridge during watch keeping duties. In addition to practical training, the cadet should practice his knowledge in the COLREG and vessel’s steering.
Completion of TRB should be carried out in each occasion, when the cadet joins the Training vessel or any other type of merchant vessel during his/her cadetship program, until the 12 months On Board training period is achieved and training tasks given in this TRB are fully completed.
There is no necessity to complete the separate TRB for training occasions on different vessel.
The Book should be submitted to the Training officer and Master for inspection every two weeks. Any comments or recommendations for improvement should be recorded. Comments should only relate to the cadet’s competence and practical progress.
Upon completion of training program the TRB to be inspected by the Training supervisor in the METI to verify the full and correct completion.
Completed TRB should be presented to the Seafarers Department of MTA as a documentary evidence of completion cadet’s seagoing practice in order to obtain the Certificate of Competency of Officer in charge of a navigational watch.

PART 7 Safe Working Practices On Board
Ships are dangerous places, and even the most harmless areas can be hazardous. The most basic building blocks of personal safety on board ships is to follow the correct safety procedures On Board established by the international regulations and company SMS.
Ships are strictly governed, and there are many rules in place. In addition, each ship and shipping company has its own set of procedures laid down within its SMS.
Cadet should learn the main principles of safe working practices On Board. Completion of tasks should reflected in the below table.

PART 9 SHIP STEERING
The cadet should learn to steer the ship at sea and understand how to execute helm orders correctly. Steering trainings should be conducted in various circumstances (e.g.by day, by night, anchoring, entering and leaving port). Proper records shall be kept in the following table.
It is recommended that the cadet should have taken turns at the wheel for at least the following minimum periods: A. Steering by day: 10 hrs; B. Steering by night: 10 hours; C. Steering while entering and leaving port: 5 hours
When adequate steering skills are demonstrated by the cadet, Master has to sign the Cadet’s Steering Certificate.

12 Project Work
INTRODUCTION
The purpose of carrying out projects during sea service is to ensure that you gain a knowledge progressively of the ships in accordance with requirements of STCW convention.
To achieve this objective successfully will require intelligent observation, initiative and reference, where appropriate, to ships’ plans and other data, besides manufacturers’ instructions and operational manuals. It will, moreover, be essential in a number of cases to seek the help and guidance of your officers in
The technical accuracy of each project will be checked by the master and will be evaluated by Training Supervisor or other responsible person of your Maritime Institution. The evaluation will look for:
(a) Accuracy of information in written text, illustrations or calculations;
(b) Coverage of subject showing depth of research and logical presentation of facts;
(d) Spelling and grammar.
INSTRUCTIONS:
1. Before commencing each project the topics shall be agreed with Training Supervisor or dedicated person of maritime University; the type of information required, i.e., written, written with illustration, or an illustration shall be determined in advance
2. Begin each project on a separate file and state the Name of Ship, Project Title, Date Commenced and Date Completed.
3. Project shall be completed in electronic form, using Microsoft Word or similar computer program that provides text editing. Use 11pt regular font size. Illustrations and drawings shall be scanned or electronically edited and attached to project in separate file. List of Attachment’s shall be provided. Neatness of scanned materials is required. The amount of Each project work shall not be of less than 3 pages, not including graphics.
4. Your project work should be handed to the master for inspection at the same time as you present this Training Record Book.
5. Completed project work must be recorded on CD Disc or other portable device and submitted to Training Supervisor or dedicated person of maritime University for evaluation. Maritime university may require the cadet to represent and describe the project for proper assessment.

Student shall prepare comprehensive project work concerning one particular area of each Functions: Navigation, Cargo handling and stowage, Controlling the operation of a ship and care for persons on board, Radio communication. (i.e., totally four projects during whole seagoing practice. ne topic from each function)
Title, Contends, Summary and Outcome of Individual Project works shall be discussed with Training Supervisor before commencement of Seagoing practice and recorded in Training Record Book.

General information
1.1 Introduction
Purpose
➢ This On Board Training Record Book (TRB) includes sea training tasks for Electro-Technical Cadets
➢ On board training of the future Electro-Technical Officers should be done according to the requirements of the International Convention on Standards of Training, Certification and Watch keeping for Seafarers, 1978, as amended in 2010 (STCW 1978/10).
➢ During this training electrical cadet gains professional skills and experience necessary in the work as an Electro-Technical Officer. On board training skills gained according to the program included in the TRB fulfill the minimum requirements for certification as an Electro-Technical Officer.
➢ During sea training the cadet learns to combine theoretical knowledge from Maritime University/Training Centre and practice. It allows the future Electro-Technical Officer to learn the job on modern and automated seagoing ships.
➢ Sea training properly integrated with theoretical education is necessary for an officer of a contemporary ship. Practical training should be completed under supervision of the chief engineer and Designated Shipboard Training Officer (DSTO) and other designated officers. Properly filled TRB is evidence that the electrical cadet has achieved professional skills and experience required in the standards of competence according to the Code A of Convention STCW 1978/10 (Section A-III/6). That is why the TRB should be precisely filled up.
➢ After completion of shipboard training, TRB is checked and accepted by the University / Training Centre Examination Commission
Scope
➢ The Onboard Training Record Book for Electro-Technical Officer covering the functions of Electro-Technical Officer, takes full account of competence standards of the 2010 Manila Amendments and includes structured tasks to ensure that those undergoing training meet the requirements for certification stipulated by the 2010 Manila Amendments to the STCW Convention and Code. The code entered into force on 1 January 2012. It requires that seagoing service as part of an approved training program which meets the requirements of section A-III/6 of the STCW Code for certification as an electro-technical officer is documented in a training record book.

1.2 Guidance for completing Training Record Book
➢ The trainee should be carried in a supernumerary capacity (i.e. the trainee will have no other duties than that of undertaking the training program and emergency duties). During the seagoing service, the Electro-Technical Cadet is under supervision of chief engineer and is obliged to follow a planned training system which is included in the On Board Training Record Book and to fulfill ship’s regulations and work directions. At all times, the trainee should be aware of two identifiable individuals who are immediately responsible for the management of the program of onboard training. The first of these is a qualified seagoing officer, referred to as the “Designated shipboard training officer”, who, under the authority of the master, should organize and supervise the program of training. The second should be a person nominated by the company, referred to as the “company training officer”, who should have an overall responsibility for the training program and for coordination with training organizations.
➢ The Electro-Technical Cadet receives his On Board Training Record Book in return for a receipt, in the University/Training Centre which is responsible for his education. Each Book has its own number given and registered by university/training center.
➢ The Electrical Cadet is personally responsible for completion of the On Board Training Record
Book during his whole sea service on different ships.
➢ Immediately after joining each ship, the Electro-Technical Cadet should:
• start with shipboard and safety familiarization tasks,
• record the particulars of the ship.
➢ Next, during on-board service, the cadet should complete the tasks listed in the On Board Training Record Book and obtain signatures of Designated Shipboard Training Officer and other authorized officers
➢ DSTO and other authorized officers are designated by chief engineer from on board officers.
➢ It may be not possible for the cadet to complete some tasks listed in the On Board Training Record Book due to the type of joined ship. In this case, appropriate information should be written at the task which was not completed.
➢ It is not necessary to complete all tasks on one ship. It can be done on subsequent ships.
➢ Electro-Technical Cadet should complete the tasks in such a manner, that the DSTO is absolutely sure of satisfactory performance of trainee’s competence.
➢ In some cases Electro-Technical Cadet can be obliged to fulfill the tasks more than once. The decision to repeat the task depends on the DSTO.
➢ When the Electro-Technical Cadet completes the task, it is understood that he is considered competent in this task. The DSTO or other authorized officers confirm it with their signature in the appropriate space of a given task.
➢ The On Board Training Record Book should be submitted to the:
• master and chief engineer after joining the ship and before leaving the ship,
• chief engineer and DSTO at the end of each month and on each their request, during service on board.
➢ University / Training Centre shall inspect the On Board Training Record Book to ensure that the candidate for certification as Electro-Technical Officer is considered competent.
➢ University / Training Centre can extend requirements included in the On Board Training Record Book (e.g. reports, descriptions).
Definitions and clarifications
For the purpose of the Training Record Book, unless expressly provided otherwise:
➢ The term “Designated Shipboard Training Officer” (DSTO) means a qualified seagoing officer who, under the authority of the master, should organize and supervise the program of training;
➢ The term “Company training officer” (CSTO)means a person nominated by the company who should have an overall responsibility for the training program and for coordination with training organizations;
➢ Company means the owner of the ship or any other organization or person such as the manager, or the bareboat charterer, who has assumed the responsibility for operation of the ship from the ship owner and who, on assuming such responsibility, has agreed to take over all the duties and responsibilities imposed on the company by these regulations

Electro-Technical Operations Workbook Guidance
5.1 Workbook Guidance
The Electro-Technical Operations Workbook is an integral part of the TRB. Its purpose is to provide you with a place to record examples of relevant calculations, observations, diagrams, sketches, events and activities arising from your duties and training undertaken on a vessel. This will provide information and evidence for officers and other personnel authorized to sign off tasks in your TRB to judge when a particular task can be signed off as proficient.
This supporting evidence for tasks in the TRB will be checked by the University / Training Centre authorized training supervisor prior to a final decision of on board training acceptance.
Further details may be given to you by your training provider (college/university) prior to commencing your sea service, with regard to the particular training program or scheme you are undertaking. The workbook can be added as loose leaf pages into the TRB in this section, or may be a separate notebook provided for the purpose.
Use of the Workbook
You are being asked for examples of your calculations and your experience which in some cases are necessary to show completion of tasks in your TRB. Record the unusual – you may never be on a vessel that hangs off an anchor or pulls the tail shaft but if you do then record your involvement!
• Your workbook is not intended to be a daily dairy
• It is a place to keep examples of relevant calculations, diagrams etc
• You are not expected to rewrite text books or copy large sections of operational manuals or
makers’ instructions
• As well as being used for assessment your workbook should be well-referenced as it may be used for information later in your training and your on going career
Workbook entries
For easy referencing the workbook should be divided into sections corresponding to the main task sections in the TRB. Each of your entries must include:
• Date
• Name and rank of confirming officer
All calculations must be shown in full, together with all the working. You do not need to provide lengthy, detailed descriptions of events or activities, but you should use:
• bullet points and short notes,
• labelled photographs,
• neat, tidy and accurate diagrams and sketches.
Examples of Types of Entries
Examples are given below of what should be recorded: this list is neither definitive nor exhaustive and you are expected to exercise your judgment in what you include.
Safety – Emergency and security drill scenarios
• What was the intention of the drill?
• What part did you play in the drill?
• What was noted at the debriefing – i.e. What went well? What went wrong?
Marine Engineering and Electro-Technical Maintenance
• What maintenance was being carried out?
• Why was it being carried out?
• What was your involvement?

Examples of marine engineering and electro-technical maintenance include:
- maintenance and testing of a range of different sorts of equipment;
- planned maintenance of main/auxiliary engines;
- condition monitoring of engine room machinery;
- breakdown maintenance – why did the failure occur?
Electro-Technical Operations

• Why was it being carried out?
• What was your involvement?
• Was there additional work carried out above that expected – if so why?
Examples of electro-technical operations include:
- preparing and running diesel or steam generator;
- operating various electrical propulsion systems;
- testing various alarms and trips – why and how often do they need testing?
- making adjustments to various systems – the reasons for adjustments;
- the procedures to be followed with regard to various operational activities;
- hazardous area working – why is it a hazardous area and what precautions need to be taken when working in one;
- calibrating and aligning various equipment – why and how often does this need to be done?

To inform the applicants to the edvanced tanker courses the requirement to successfully complete an approved training record book as a part of the alternative mandatory entry standard to the mentioned courses.
To provide details of the on-board training during the required seagoing service.
To provide an approved model Training Record Book, that may be used by applicants to the advanced tanker courses
Scope
This requirement applies to applicants to the certificate of respective advanced tanker courses, in compliance with Chapter V of the Seafarers’ Training, Certification and Watchkeeping Code (STCW Code) of the Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention), as amended.

Requirements
2.1 Standards of entry to advanced tanker training courses
The article 40 of the “Law of Georgia on Education and Certification of Seafarers” is referring to regulation V of the STCW Convention.
2.1.1 Standards of entry in advanced training for OIL tankers
Regarding OIL TANKER Item 4 of the Regulation V/1-1 of the STCW Convention states that:
“Every candidate for a certification in advanced training for oil tanker cargo operations shall:
.1 meet the requirements for certification in basic training for oil and chemical tanker cargo operations; and
.2 While qualified for certification in basic training for oil and chemical tanker cargo operations, have:
.2.1 at least three months of approved seagoing service on oil tankers, or
.2.2 at least one month of approved onboard training on oil tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations and is documented in an approved training record book taking into account guidance in section B-V/1; and
.3 have completed approved advanced training for oil tanker cargo operations and meet the standard of competence specified in section A-V/1-1, paragraph 2 of the STCW Code.”
2.1.2 Standards of entry in advanced training for CHEMICAL tankers
Regarding CHEMICAL TANKER Item 6 of the Regulation V/1-1 of the STCW Convention states that:
“Every candidate for a certificate in advanced training for chemical tanker cargo operations shall:
.1 meet the requirements for certification in basic training for oil and chemical tanker cargo operations; and
.2 while qualified for certification in basic training for oil and chemical tanker cargo operations, have:
. 2.1 at least three months of approved seagoing service on chemical tankers, or
.2.2 at least one month of approved onboard training on chemical tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations and is documented in an approved training record book taking into account guidance in section B-V/1; and
.3 have completed approved advanced training for chemical tanker cargo operations and meet the standard of competence specified in section A-V/1-1, paragraph 3 of the STCW Code.”
2.1.3 Standards of entry in advanced training for LIQUIFIED GAS Tankers
Regarding LIQUIFIED GAS TANKER Item 4 of the Regulation V/1-2 of the STCW Convention states that:
“Every candidate for a certificate in advanced training for liquefied gas tanker cargo operations shall:
.1 meet the requirements for certification in basic training for liquefied gas tanker cargo operations; and
.2 while qualified for certification in basic training for liquefied gas tanker cargo operations, have:
.2.1 at least three months of approved seagoing service on liquefied gas tankers, or
.2.2 at least one month of approved onboard training on liquefied gas tankers, in a supernumerary capacity, which includes at least three loading and three unloading operations and is documented in an approved training record book taking into account guidance in section B-V/1; and
.3 have completed approved advanced training for liquefied gas tanker cargo operations and meet the standard of competence specified in section A-V/1-2, paragraph 2 of the STCW Code.”
2.2 Purpose of the Training Record Book
This TRB successfully completed in accordance to instructions provided herein and countersigned by the master will provide unique evidence that a structured programme of onboard training has been completed leading towards the issue of a relevant Certificate in Advanced Training for Tanker Cargo Operations.
Definitions and clarifications
For the purpose of the Training Record Book, unless expressly provided otherwise:
Oil Tanker means a ship constructed and used for the carriage of petroleum and petroleum products in bulk;
Chemical Tanker means a ship constructed or adapted and used for the carriage in bulk of any liquid product listed in chapter 17 of the International Bulk Chemical Code;
Liquefied Gas Tanker means a ship constructed or adapted and used for the carriage in bulk of any liquefied gas or other product listed in chapter 19 of the International Gas Carrier Code;
The term “Shipboard Training Officer” means a qualified seagoing officer who, under the authority of the master, should organize and supewise the programme of training;
The term “Company training officer” means a person nominated by the company who should have an overall responsibility for the training programme and for coordination with training organizations;
Company means the owner of the ship or any other organization or person such as the manager, or the bareboat charterer, who has assumed the responsibility for operation of the ship from the shipowner and who, on assuming such responsibility, has agreed to take over all the duties and responsibilities imposed on the company by these regulations
Guidance regarding onboard training:
The trainee should be carried in a supernumerary capacity (i.e. the trainee will have no other duties than that of undertaking the training programme and emergency duties).
The programme of onboard training should be managed and coordinated by the company which manages the ship on which the seagoing service is to be performed and be a vessel nominated by the company as a training vessel. A nominated training vessel is a trading vessel named by the company that is suitable for the purpose of this guidance, as applicable.
At all times, the trainee should be aware of two identifiable individuals who are immediately responsible for the management of the programme of onboard training. The first of these is a qualified seagoing officer, referred to as the “shipboard training officer”, who, under the authority of the master, should organize and supervise the programme of training. The second should be a person nominated by the company, referred to as the “company training officer”, who should have an overall responsibility for the training programme and for coordination with training organizations.
During the approved onboard training programme the trainee should be instructed in the loading, discharging, care in transit, handling of cargo, tank cleaning or other cargo-related operations of the tanker to ensure that the experience gained is at least equal to that which would be obtained in three months’ normal service.
If the three-loading and three-unloading criteria cannot be achieved within the one-month onboard training period, then the period of onboard training should be extended until these criteria have been satisfactorily achieved.
As much use as possible should be made of shipboard operation and equipment manuals, films and suitable visual aids, and the opportunity should be taken to introduce discussion of the part to be played by the safety organization on board ship and the role of safety officers and safety committees.
Familiarization training for all tanker personnel
Every Company – under ISM Code chapter 6.3 – is obliged to “establish procedures to ensure that new personnel and personnel transferred to new assignments related to safety and protection of the environment are given proper familiarization with their duties. Instructions which are essential to be provided prior to sailing should be identified, documented and given.”
The familiarization procedure for tanker personnel should at least cover the matters set out below:
familiarization training on board before being assigned to shipboard duties, which should be given by qualified personnel experienced in the handling and characteristics of oil, chemical or liquefied gas cargoes, as appropriate, and the safety procedures involved, namely:
In respect of regulations: Knowledge of the ship’s rules and regulations governing the safety of personnel on board a tanker in port and at sea.
In respect of health hazards and precautions to be taken: Dangers of skin contact; inhalation and accidental swallowing of cargo; the harmful properties of the cargoes carried, personnel accidents and associated first aid; lists of do’s and don’ts.
In respect of fire prevention and fire fighting: Control of smoking and cooking restrictions; sources of ignition; fire and explosion prevention; methods of fire fighting; portable fire extinguishers and fixed installations.
In respect of pollution prevention: Procedures to be followed to prevent air and water pollution and measures which will be taken in the event of spillage.
In respect of safety equipment and its use: The proper use of protective clothing and equipment, resuscitators, escape and rescue equipment.
In respect of emergency procedures: Familiarization with the emergency plan procedures.
